Pandemic Upends Annual Ukraine Pilgrimage for Hasidic Sect

For Rabbi Jonathan Rietti, this year would have marked his 37th consecutive visit to Uman, Ukraine, for Rosh Hashana — the Jewish new year which falls this year on September 18-20.
 
The town, located 200 km south of Kyiv, is the burial place of the 18th-century tzaddik, Rabbi Nachman of Breslov, who founded the Breslov sect of Hasidism. Up to 50,000 Hasidic Jews visit his gravestone each year.
 
But this year’s pilgrimage has been disrupted by the coronavirus pandemic, which led Ukrainian authorities to estimate that the site would get no more than 3,000 visitors, most of whom have already arrived.
 
Rabbi Rietti, a son of a famous British actor Robert Rietti, who lives in Monsey, New York, said in an interview that visiting tzaddik Nachman’s grave on Rosh Hashana is the central tenet of Breslov Hasidism.
 
“We’ve been made the promise that for anyone who comes to his grave on Rosh Hashana, his soul in the other world, would pray for that person for a blessed new year.”
 
The Ukraine government announced a month-long restriction on new visitors on Aug. 27, citing a “growing number of new COVID-19 cases in Ukraine.”
 
“All large crowds of people have a significant increase in incidence [of the disease]. The mass celebration of Rosh Hashanah will lead to a colossal collapse,” President Volodymyr Zelensky told representatives of Jewish religious organizations in Ukraine at a meeting on Aug. 25, according to his official website.
 
Zelensky, who is Jewish himself, explained that his government decided to close the borders, in part, because of a request from authorities in Israel, home to most of the pilgrims. He pointed out that Ukraine had significantly restricted mass gatherings by its own citizens in April, when Christians celebrate Easter.
 
Rabbi Rietti told VOA he still hopes to make the trip. He says that he and other pilgrims are willing to follow any safety requirements.
 
“In my particular case, I’ve had corona, and I’ve got a lot of antibodies. But I’m happy to follow any restrictions or requirements on arrival, whether it would be quarantine in Uman or wearing a mask, social distancing, whether it has to do with making sure they’ve taken my temperature.”
 
He added that if any would-be pilgrim is experiencing symptoms of the disease, “I don’t think they should be going anywhere, not just Uman.”
 
Americans hoping for an exception to the travel ban have received a boost from 26 Republican members of the U.S. Congress, who signed onto a letter asking Secretary of State Mike Pompeo to urge Ukraine to let the Americans in.
 
“The ruling to close the Ukrainian border has at least a dozen published exceptions, including allowing students, diplomats, and cultural figures to arrive by invitation,” said the Sept. 4 letter, whose signers include House Minority leader Kevin McCarthy.
 
Calling for Ukraine to make a “limited religious exception” for up to 2,000 people, the letter said the Hasidic visitors would respect Ukraine’s safety protocol, including “remaining separate from the local population.”
 
Rep. Jeff Duncan, the author of the letter, told VOA that “as a former Member on the House Foreign Affairs Committee with a longstanding history of working on religious freedom issues, protecting religious practices is extremely important to me.”
 
“With COVID-19 turning our world upside-down this year, we have all had to make sacrifices,” he said in an email exchange. “However, even during times of uncertainty, governments should continue to allow maximum flexibility for religious expression and practice.”
 
Nachman Mostofsky, an executive director of “Chovevei Zion,” one of five Jewish organizations that supported the letter, explained that while he is not Breslov Hasid himself, he felt compelled to act.FILE – Orthodox Jewish pilgrims pray at the tomb of Rabbi Nachman of Breslov during the celebration of the Rosh Hashanah holiday, the Jewish New Year, in Uman, Ukraine, Sept. 21, 2017.”They have waited the entire year for this; they saved every penny they can put aside to go. … These people believe that going there will actually help them from COVID. They believe that this is what gives them a sweet and happy new year and a healthy new year for them.”
Mostofsky said he found most support from the evangelicals in Congress. “I believe that Muslims should be able to go to Mecca and Medina. And I believe that Mormons outside of the United States should be able to come and visit Utah. This is not necessarily a Jewish issue. This is a religious rights issue. … The freedom of religious expression is sacrosanct to Americans.”
 
The chief rabbi of Kyiv, Yaakov Bleich, who splits his time between New York state and Ukraine, was also present at the meeting with the Ukrainian president on August 25.
 
“I told [Zelensky] that this trip for Breslov Hasidim is very very important. It is so important that even in Soviet times, people risked everything to make that trip.
 
“Rather than try to stop it, let’s try and make it work, which means using the existing framework, legal framework, which exists for tourists: You must wear masks; no more than a certain number of people can gather in a one place. And if they can work that out, let them come.”
 
At the same time, he explained that several factors influenced the Ukrainian government’s decision to restrict admissions to the country.
 
First, officials were expecting a second wave of COVID-19 that prompted neighboring Hungary to close their borders. Secondly, he said, Israel asked Ukraine to limit the number of visitors on Rosh Hashana “because Israel is afraid of what will be when they come back.”
 
Additionally, he believes that Ukrainian authorities were influenced by a spike in COVID-19 cases following an Easter pilgrimage in Eastern Ukraine, even though many churches around the country conducted their Easter services online.
 
Within the Orthodox Jewish community itself, not everybody believes an Uman pilgrimage is necessary this year.
 
Alex Kay, an Orthodox Jew who lives in Monsey, New York, said he has visited Uman several times, but this year the father of three is happy to stay home.  
“We haven’t prayed together in months. In Torah, the most important thing is to take care of your life. (…) Realistically, if you see Uman on Rosh Hashana, there are just so many people doing everything together: People eating together, praying together, playing together.”
 
Kay explained that while he doesn’t follow the Breslov Hasidic branch of Judaism, he has Breslov Hasidic friends, and he understands how central this pilgrimage is to their faith. But still, he said, not this year.
 
“If there is a big influx of Jews to Ukraine on this Rosh Hashana, anything that happens in Ukraine from now on, any person who gets sick, anything that happens is going to be because of the Jews. That’s just how the world is.”
 
Even if there is a way to accommodate a small group of pilgrims, asking the Ukrainian government to do so doesn’t sit well with Kay, who immigrated to the U.S. from Kyiv, Ukraine, more than 20 years ago.
 
“I love Ukraine. When people ask me where I’m from, I still say Ukraine. It’s my country, and it is very dear to me. It is very hard for me to see that the country is put under pressure. … I feel more unfortunate about it, because the Jews are involved in putting the pressure on them.”
 
The U.S. State Department and the Ministry of Foreign Affairs of Ukraine declined VOA`s requests to comment for this story.

Britain Launches COVID-19 App to Boost Contact Tracing

Britain said it will launch a new COVID-19 app across England and Wales later this month which will allow people to use QR codes when they enter venues, boosting the country’s contact tracing to help keep the spread of the virus in check.
 
With cases rising, Health Minister Matt Hancock said the new app would help NHS (National Health Service) Test and Trace, the scheme used in England to contact those who have been in contact with a COVID-infected person, to reach more people.
 
“The launch of the app later this month across England and Wales is a defining moment and will aid our ability to contain the virus at a critical time,” he said in a statement on Friday.
 
Previous attempts to develop more sophisticated tracing apps  have struggled to expand beyond the pilot stage, and the  government has faced criticism after missing launch deadlines.
 
Prime Minister Boris Johnson has banned groups of more than six people from meeting from Monday as the government tries to keep the spread of the virus under control amid a sharp rise in cases in recent days.
 
The UK recorded 2,919 new daily confirmed cases of COVID-19 on Thursday, and cases have started to track much higher than the levels of around 1,000 per day recorded in August.
 
The new app will be officially launched on September 24, and available for pubs, restaurants, cinemas, hairdressers and other venues and their customers to download.
 
People visiting a venue will check-in by scanning a QR code displayed at the entrance on their mobile phone which can in turn be used by NHS Test and Trace to contact them to tell them to self-isolate in the event of a COVID-19 outbreak.
 
The use of QR codes will replace the current system whereby people have to manually fill in their contact details when they enter a venue.

China, India Agree to Disengage Troops on Contested Border

China and India said on Friday they had agreed to de-escalate renewed tensions on their contested Himalayan border and take steps to restore “peace and tranquility” following a high-level diplomatic meeting in Moscow.
 
Chinese State Councilor Wang Yi and Indian Foreign Minister S. Jaishankar met in Moscow on Thursday and reached a five-point consensus, including agreements that troops from both sides should quickly disengage and ease tensions, the two countries said in a joint statement.
 
The consensus, struck on the sidelines of a Shanghai Cooperation Organization meeting, came after a confrontation in the border area in the western Himalayas earlier this week.
 
“The two Foreign Ministers agreed that the current situation in the border areas is not in the interest of either side. They agreed therefore that the border troops of both sides should continue their dialogue, quickly disengage, maintain proper distance and ease tensions,” they said in the statement.
 
Jaishankar told Wang that the immediate task would be for troops to step back from the “areas of friction” so that things do not get worse, an Indian source said. Troops are barely a few hundred meters apart at some points.
 
China and India accused each other of firing into the air during the confrontation, a violation of long-held protocol not to use firearms on the sensitive frontier.
 
Wang told Jaishankar the “imperative is to immediately stop provocations such as firing and other dangerous actions that violate the commitments made by the two sides,” China’s foreign ministry said in a statement on Friday.
 
Wang also told Jaishankar all personnel and equipment that have trespassed at the border must be moved to de-escalate the situation.
 
In June, tensions erupted into a frontier clash in which 20 Indian soldiers were killed and China suffered an unspecified number of casualties.
 
Shares of defense-related firms fell in China on Friday after the news of progress in the talks, with the CSI National Defense Industry Index down 1.2% and on track for its steepest weekly decline since Oct. 12, 2018. Tongyu Heavy Industry shares tumbled as much as 16.4% at one point.
 Chinese Buildup
 
The ministers’ meeting lasted for two hours and was the latest diplomatic effort to head off a broader conflict between the world’s two most populous countries, which went to war in 1962.
 
Jaishankar told Wang that India was deeply concerned about the buildup of Chinese forces on the Line of Actual Control on the poorly defined border.
 
“The Chinese side has not provided a credible explanation for this deployment,” an Indian government source quoted Jaishankar as saying at the meeting.
 
“The provocative behavior of Chinese frontline troops at numerous incidents of friction along the LAC also showed disregard for bilateral agreements and protocols,” Jaishankar said, adding any unilateral attempt to change status quo would be resisted.
 
China’s Global Times, an influential tabloid published by the official newspaper of China’s ruling Communist Party, reported on Wednesday the People’s Liberation Army (PLA) were moving soldiers, bombers and armored vehicles into the border.
 
Chinese state media also recently reported armed jump drills by PLA paratroopers in Tibet.
 
The Global Times said in an editorial published late on Thursday that any talks with India should be paired with “war readiness.”
 
“The Chinese side must be fully prepared to take military action when diplomatic engagement fails, and its frontline troops must be able to respond to emergencies, and be ready to fight at any time,” the newspaper said.

Arlington To Hold Annual Ceremony Virtually on 9/11

Arlington County is conducting its annual Sept. 11 ceremony as a virtual event.
 
The county is home to the Pentagon, where 19 years ago hijacked American Airlines Flight 77 crashed into the west side of the building, killing 184 victims.
 
A remembrance ceremony scheduled for Friday will be livestreamed on the county’s website to accommodate the coronavirus pandemic. The program begins at 9:30 a.m. with a presentation of colors by a county honor guard, followed by a wreath laying at the county government center.
 
A moment of silence will be held at 9:37 a.m., the moment the plane struck the Pentagon.

If you don’t adhere to appropriate conduct and standards, you’re going to fall foul of investors,” he said.Ben Cleary, a partner at Tribeca Investment Partners said the Rio departures were a big moment for the mining industry.”For the CEO and a couple of senior management to go over an ESG issue, it’s just going to reverberate through board rooms throughout the resource sector,” he said, adding that it could slow down the sector.Rio’s detonations, which allowed it to access higher-grade ore, also came amid a wider movement in Australia focused on the treatment of aboriginal groups, who fall behind the general population on markers ranging from child mortality to literacy.Land rights barrister Greg McIntyre said it was too early to say whether Rio’s move signaled a turning point in relation to dealings with aboriginal groups.”What it does indicate is that this issue is being taken seriously, which is a positive development, but it’s not a solution to the problem.”

Puerto Rico Reopening Beaches on Saturday Amid Drop in Coronavirus Cases

Puerto Rico is reopening beaches, casinos, gyms and movie theaters Saturday for three weeks, following a drop in new coronavirus cases.Gov. Wanda Vázquez said the changes on the U.S. territory will be in effect until October 2.People are still required to wear masks and maintain a safe social distance, especially at the beach.The 10 p.m.-5 a.m. curfew for bars and nightclubs will remain in effect.Vázquez said she will lift a 24-hour lockdown on Sundays and allow restaurants to increase their capacity from 25% to 50%.Many business owners are praising the reopening, while some health experts warn if cases spike after the reopening, tighter restrictions will go into effect.So far, Puerto Rico has reported more than 36,000 coronavirus infections and more than 500 deaths.

Teachers, Parents Adapt as Schooling Resumes Amid COVID-19

Most schools across the United States are now back in session. Depending on the school, however, “in session” can mean a variety of things due to the ongoing coronavirus pandemic. That uncertainty is creating challenges for everyone involved in a child’s education.Latisha Robertson lives in a suburb of New Orleans, Louisiana, and has five children. Her oldest is a sophomore in college and lives on campus an hour away. But the other four are still under one roof. One “office,” actually.“I converted my dining room into an office for all of us to share,” she explained recently. “My 12-year old, 11-year-old and 9-year-old are old enough to work semi-independently so I’ve got them as spaced out as possible in the dining room. But my baby is 7 and only in second grade, so he needs some help. We’ve got his little desk set up right next to my workspace.”Robertson said one rule she has for the family is that everyone still gets dressed out of their pajamas so it feels as much as possible like they’re going to school. She makes the kids breakfast and has them all at their desks — “ready to learn” — by 8:50 a.m.Her youngest child needs supervising much of the day, making it hard for Robertson to have a normal workday.“When he’s in his virtual science class learning about matter, I’m right there learning with him — making sure he’s comprehending it and helping him through technology issues. If it looks like things are going well for him, I might try to answer a few emails, but that’s about all I can squeeze in before one of my kids needs me for something.”It’s common, Robertson said, for her to be in the middle of troubleshooting an issue for her youngest as another one of her children needs help printing a document or understanding a homework concept.“They’ll get frustrated because they’re trying to keep up with their schoolwork, and they have to wait while I’m finishing something else. But I’m trying to teach them, ‘Be patient with Mommy.” This is new for everyone.”New across the board“I think teachers have earned our patience, as well,” said Jeremy Corbett, who lives in New Orleans, where he and his wife are doing their best to help their two children adapt to a new virtual learning environment.In New Orleans, where classes began last month, the school district mandated classes be taught online.Corbett acknowledged it must be hard for teachers to connect with students online like they would in-person but told VOA he’s been impressed watching how hard teachers are trying to adapt to their new situation.But many teachers are finding that just as they begin to adapt, the situation changes again. This has been the case for a local third and fourth-grade special education teacher, Lauren Jewett.“After a month, I’ve finally gotten into a little bit of a rhythm with this virtual stuff, but now I’m being told some of my kids — but not all — might be coming back to the classroom at the end of the month,” Jewett explained. “That means I’ll need to re-learn how to teach a classroom with half virtual students and half in-person students. It’s the same content, sure, but it’s a totally different skillset.”Marielle Pichon, who recently began her fifth year teaching English and other subjects, acknowledged that the decision on how to proceed with the school year is complicated. On one hand, she’s worried about students potentially learning less during virtual education. On the other, she said she’s concerned about the health risks that could come with teaching in person.Pichon said it’s been challenging for even experienced teachers to adjust to so much ambiguity.“It’s a humbling experience,” she said. “Many of us who have a couple years of teaching under our belts suddenly feel like first year teachers again. How do you make material engaging across a new platform? How do you reach every individual child? How do you create routines? How do you monitor that students are actually learning?”These are things Pichon said she had gotten pretty good at after years of practice. Because of the uncertainty surrounding this school year, the very essence of planning curriculum has changed.“When we plan, we’re used to starting with what we want students to achieve by the end of the year and working backwards from there,” she said. “Now I can’t even tell you what next week is going to look like, let alone the end of the year. Are we going to be back in school and I have to come up with safety procedures, are we going to be online and I need to help special education students navigate unfamiliar technology from the other side of a screen, or is it going to be some combination of both?”A partnership“I’ve always tried to be involved in my kids’ education,” said Robertson. “But this year’s an entirely different level. It’s not just going on field trips and asking if they need help with their homework. Now I’m sitting in a virtual classroom and learning right alongside my child.”Education experts and teacher advocates hope this unprecedented window into a teachers’ classroom — even if it’s just a virtual one — will translate to more support for educators.“I’m keeping my fingers crossed that teachers finally get the pay they deserve,” said Alex Jarrell, chief innovation officer at New School for New Orleans, a local education nonprofit that works to improve the quality of the city’s school options. “It was nice to see all the parent social media posts this spring highlighting their appreciation for teachers, and I was hoping this would be a watershed moment for the profession.”Jarrell said he’s worried that debate in Washington over whether and under what conditions schools should reopen has politicized education and put teachers who feel anxious about in-person learning during a pandemic in a no-win situation.Many parents, however, remain in awe of what they’re seeing during this uniquely up-close look at their child’s education. This is the case for Corbett, who compared his new vantage point to watching a painting being made.“I think in past years I would just receive something like a finished painting. My kids would come home and I could tell they had learned things at school. Now, though, as I sit next to my son and watch him learn, it’s like I’m seeing all of the work that goes into creating that painting from scratch. It gives me so much respect for what teachers do.”

Mali Junta Leaders Resume Three-Day Summit on Plan for Transition Government 

Leaders of Mali’s military junta will resume their three-day “national consultation” Friday to outline a transition to a civilian government, a month after deposing President Ibrahim Boubacar Keita.On Thursday, Colonel Assimi Goita, the head of Mali’s junta, told political parties and civil society groups gathered in the capital, Bamako, that everyone “must put aside their differences to lay the foundations for a reformed Mali, refounded on work, efficiency and social justice.”Goita and a group of mutinous soldiers carried out the coup, which led to Keita’s resignation on August 18.The junta says it wants Mali to return to civilian rule, but multiple discussions with regional leaders have yet to result in an agreement on a clear path forward with civilian transitional leaders.The West African regional bloc, ECOWAS, has insisted the junta, known as the National Committee for the Salvation of the People, install civilian transition leaders by September 15 and hold an election within a year for a president and prime minister.The military has been seeking a three-year transition, to include the writing of a new constitution.

A disabled 9-year-old boy in Malawi has shown his community that being born with physical challenges does not prevent you from doing many things.  Talandira Kogoya was born with only one limb but taught himself how to write, play football, and ride a bicycle.  A documentary about his moving life has been nominated for Australia’s 2020 Focus On Ability Short Film Festival, to take place in October. Lameck Masina reports from Phalombe district in Southern Malawi.

COVID ‘Increasing Rapidly’ In Young People in US

Cases of COVID-19 are “increasingly rapidly among young adults in the U.S.,” according to a research letter from Harvard, published at the online site of the JAMA medical journal.The study included 3,222 young adults between the ages of 18 and 34.The investigation found that the young adults “experienced substantial rates of adverse outcomes: 21% required intensive care, 10% required mechanical ventilation, and 2.7% died.”Patients with morbid obesity, hypertension, and diabetes were at “greater risks of adverse events.” The young adults with more than one of the conditions, the researchers found, “faced risks comparable with those observed in middle-aged adults without them.” Black and Hispanic patients made up more than half of the patients who required hospitalization.A separate Centers for Disease Control and Prevention report says an investigation of symptomatic outpatients from 11 U.S. health facilities found that people who tested positive for COVID-19 were twice as likely to have reported dining at a restaurant than those who tested negative.British Prime Minister Boris Johnson announced this week his government will launch an ambitious program to test at least half a million people daily for COVID-19, with the results back within minutes.  Johnson said he hoped the “moonshot” program — a reference to the 1960s-era American manned lunar landing program — will be in place before the end of the year, and would return Britain to some sort of normality and grant more freedom to those who test negative for the coronavirus.Johnson coupled the announcement of the mass testing initiative with a new order limiting the number of people taking part in most social gatherings to six, from the current 30.The new limit would take effect next week, as Britain is experiencing a surge of nearly 3,000 new COVID-19 cases daily in recent weeks, the highest daily figures since May.Britain’s Chief Medical Officer Chris Whittey says the new “rule of six” restrictions are likely to remain in place for several months.Johns Hopkins University reports there are more than 28 million cases of COVID-19 cases worldwide with more than 900,000 deaths.The U.S. continues to lead the world in the infection numbers with almost 6.4 million cases and more than 191,000 deaths.

Russian Hackers Targeting US Campaigns, Microsoft Says

The same Russian military intelligence outfit that hacked the Democrats in 2016 has renewed vigorous U.S. election-related targeting, trying to breach computers at more than 200 organizations including political campaigns and their consultants, Microsoft said Thursday.The intrusion attempts reflect a stepped-up effort to infiltrate the U.S. political establishment, the company said.”What we’ve seen is consistent with previous attack patterns that not only target candidates and campaign staffers but also those who they consult on key issues,” Tom Burt, a Microsoft vice president, said in a blog post. U.K. and European political groups were also probed, he added.Most of the hacking attempts by Russian, Chinese and Iranian agents were halted by Microsoft security software and the targets notified, he said. The company would not comment on who may have been successfully hacked or the impact.Although U.S. intelligence officials said last month that the Russians favor President Donald Trump and the Chinese prefer his Democratic challenger, former Vice President Joe Biden, Microsoft noted Thursday that Chinese state-backed hackers have targeted “high profile individuals associated with the election,” including people associated with the Biden campaign.China’s hackers largely gather intelligence for economic and political advantage, while Russia tends to weaponize stolen data to destabilize other governments.Microsoft did not assess which foreign adversary poses the greater threat to the integrity of the November presidential election. The consensus among cybersecurity experts is that Russian interference is the gravest. Senior Trump administration officials have disputed that, although without offering any evidence.”This is the actor from 2016, potentially conducting business as usual,” said John Hultquist, director of intelligence analysis at the cybersecurity firm FireEye. “We believe that Russian military intelligence continues to pose the greatest threat to the democratic process.”Fancy BearThe Microsoft post shows that Russian military intelligence continues to pursue election-related targets undeterred by U.S indictments, sanctions and other countermeasures, Hultquist said. It interfered in the 2016 campaign seeking to benefit the Trump campaign by hacking the Democratic National Committee and emails of John Podesta, the campaign manager for Hillary Clinton, and dumping embarrassing material online, congressional and FBI investigators have found.The same GRU military intelligence unit, known as Fancy Bear, that Microsoft identifies as being behind the current election-related activity also broke into voter registration databases in at least three states in 2016, though there is no evidence it tried to interfere with voting.Microsoft, which has visibility into these efforts because its software is both ubiquitous and highly rated for security, did not address whether U.S. officials who manage elections or operate voting systems have been targeted by state-backed hackers this year. U.S. intelligence officials say they have so far seen no evidence of infiltrations.Thomas Rid, a Johns Hopkins University geopolitics expert, said he was disappointed by Microsoft’s refusal to differentiate threat level by state actor.”They’re lumping in actors that operate in a very different fashion, probably to make this sound more bipartisan,” he said. “I just don’t understand why.”Microsoft said in the past year it has observed attempts by Fancy Bear to break into the accounts of people directly and indirectly affiliated with the U.S. election, including consultants serving Republican and Democratic campaigns and national and state party organizations — more than 200 groups in all.Also targeted was the center-right European People’s Party, the largest grouping in the European Parliament. A party spokesperson said the hacking attempts were unsuccessful. The German Marshall Fund of the United States, a think tank, was another target. A spokesperson said there was no evidence of intrusion.Hurricane PandaMicrosoft did not say whether Russian hackers had attempted to break into the Biden campaign but did say that Chinese hackers from the state-backed group known as Hurricane Panda “appears to have indirectly and unsuccessfully” targeted the Biden campaign through non-campaign email accounts belonging to people affiliated with it.The Biden campaign did not confirm the attempt, although it said in a statement that it was aware of the Microsoft report.Iranian state-backed hackers unsuccessfully tried to log into accounts of Trump campaign and administration officials between May and June of this year, the blog said.”We are a large target, so it is not surprising to see malicious activity directed at the campaign or our staff,” Trump campaign deputy press secretary Thea McDonald said. She declined further comment.Tim Murtaugh, the campaign’s communications director, said: “President Trump will beat Joe Biden fair and square and we don’t need or want any foreign interference.”In June, Google disclosed that Hurricane Panda had targeted Trump campaign staffers while Iranian hackers tried to breach accounts of Biden campaign workers. Such phishing attempts typically involve forged emails with links designed to harvest passwords or infect devices with malware.Although both Attorney General William Barr and National Security Adviser Robert O’Brien have said China represents the greatest threat to U.S. elections, Microsoft’s only mention of a Trump administration official targeted by Chinese hackers is “at least one prominent individual formerly associated” with the administration.Disinformation campaignsGraham Brookie, director of digital forensic research at The Atlantic Council, disputes the claim made by Barr and O’Brien that China poses the greater threat to this year’s election. Brookie’s lab is at the forefront of unearthing and publicizing Russian disinformation campaigns.Brookie confirmed that his employer was among targets of Hurricane Panda but said there was no evidence the hacking attempts, which he said were unsuccessful, had anything to do with the 2020 election.”We have every indication that this was an instance of cyber-espionage, information gathering, as opposed to electoral interference,” he said.By contrast, Brookie said, “it’s pretty evident that the Russian attempts (Microsoft disclosed) were focused on electoral processes and groups working on that.”Microsoft noted a shift toward greater automation in Fancy Bear methods for trying to steal people’s log-in credentials, which previously largely relied on phishing. In recent months, the group has employed so-called brute-force attacks that barrage an account login with short rapid bursts of potential passwords. It has also used a different method that makes only intermittent login attempts to avoid detection.Fancy Bear has also stepped up its use of the Tor anonymizing service to hide its hacking, Microsoft said.

In Oregon, 500,000 Forced to Flee Wildfires

More than 500,000 people in Oregon — more than 1 in 10 Oregonians — have been forced to evacuate their homes and towns because of one of the 100 major wildfires burning across the state, the Oregon Office of Emergency Management said.In the U.S. West Coast state of Oregon, wildfires have left at least four people dead in the past 48 hours, destroyed thousands of homes and burned 365,000 hectares. Several towns were destroyed in Oregon and one in Washington state.Police have opened an arson investigation into the Almeda Fire, which started in Ashland, Oregon, near the state line with California, said Ashland Police Chief Tighe O’Meara. Kate Brown said at a news conference.In California, wildfires continued to sweep across the state Thursday, killing at least three people and destroying hundreds of homes and burning more than a million hectares, significantly more than what was burned last year.Authorities said hundreds, if not thousands, of homes have been damaged or destroyed by the fire in the western state’s northern Sierra Nevada range. They said some 20,000 people in Butte, Plumas and Yuba counties were under evacuation orders or warnings.Many homes in the Butte County hamlet of Berry Creek, with a population of 525, were incinerated.The so-called North Complex near the small Northern California city of Oroville that had been burning for weeks was 50% contained until wind gusts up to 72 kilometers per hour on Tuesday and Wednesday caused the fire to expand sixfold.The fire, which killed three people, was 24% contained on Wednesday after the winds subsided, but officials warn it is still a threat.
