Twin Quakes Strike Off Indonesia, Reports US Geological Survey

Two large and shallow earthquakes struck off Indonesia’s Sumatra island early Wednesday, the U.S. Geological Survey reported, but no tsunami warning was issued. The quakes, of magnitude 6.8 and 6.9, struck within six minutes of one another from 5:23 a.m. (22:23 GMT Tuesday).  The Indian Ocean Tsunami Warning and Mitigation System said there was “no threat to countries in the Indian Ocean.” There was a “low likelihood of casualties and damage,” the USGS added. The Southeast Asian archipelago experiences frequent seismic and volcanic activity due to its position on the Pacific “Ring of Fire,” where tectonic plates collide. In 2018, a 7.5-magnitude quake and subsequent tsunami on Sulawesi island left more than 4,300 people dead or missing. A devastating 9.1-magnitude quake struck off the coast of Sumatra in 2004, triggering a tsunami that killed 220,000 throughout the region, including around 170,000 in Indonesia.

Mauritius Arrests Captain of Japanese Ship Responsible for Oil Spill

Police on Mauritius have arrested the captain of the Japanese carrier that ran aground off the coast last month, spilling 1,000 metric tonnes of oil and causing possible irreparable damage to coral reefs.Sunil Kumar Nandeshwar, the Indian captain of the MV Wakashio, was charged Tuesday with “endangering safe navigation.” He faces a bail hearing next week. The ship’s first officer was also arrested, and investigators say they are interviewing all crew members. The investigation will center on why the Wakashio went off course. It was supposed to stay at least 16 kilometers from the shore but was about two kilometers away when it ran aground on a coral reef.“The route set five days before the crash was wrong and the boat navigation system should have signaled that to the crew, and it seems the crew ignored it. The boat did also fail to send out an SOS (when it ran aground) and did not respond to attempts by the coast guard to get in touch,” a maritime official told Reuters. The Wakashio became disabled July 25 and started leaking oil almost two weeks later. Mauritius Prime Minister Pravind Jugnauth says bad weather is the reason crews didn’t start pumping oil from the ship almost immediately.About 1,000 metric tonnes leaked into the Indian Ocean surrounding Mauritius and another 3,000 was pumped out before the ship broke in two.The oil spilled into the precious waters of the Mahebourg Lagoon, and environmentalists fear the endangered reefs along the coast may be damaged forever.Half of the ship will be towed out to sea and allowed to sink while the other half will be towed away for scrap – a process officials say is likely to take months.Mauritius has declared an environmental emergency. Experts from Japan, the United Nations and France are working to clean up the oil. Mauritius is a former French colony. The spill is also likely to damage the island’s tourism industry, which is already under strain because of the coronavirus pandemic.

Sanders Urges Progressives to Keep Agenda Alive with Vote for Biden

For the second time in four years, progressive voters’ hopes to elevate Senator Bernie Sanders of Vermont to the top of the Democratic ticket were dashed this spring, when Sanders’ call for a social revolution and Medicare for All fell flat, and former Vice President Joe Biden surged to victory in the race for the presidential nomination. In 2016, many of these same liberal Democrats decided to sit out the general election after Hillary Clinton edged out Sanders for the Democratic presidential nomination – and Sanders appeared half-hearted in urging them to back Clinton at the polls.  But Sanders made a compelling argument Monday night – at the start of the 2020 Democratic National Convention – that progressives’ issues and policies will live on if they help the more moderate Biden defeat President Donald Trump in the November 3 general election.  “The future of our democracy is at stake,” Sanders said in a live speech from his home in Burlington, Vermont. He added, “Many of the ideas we fought for, that just a few years ago were considered radical, are now mainstream.” The appeal for party unity was a departure for the self-styled democratic socialist who was the last remaining primary rival to Biden earlier this year. Sanders has not always advocated loyalty to the Democratic party, with whom he usually caucuses in the U.S. Senate.  Progressive wing He is seen foremost as the leader of the progressive wing of the Democratic Party, the group of liberal voters who support social reform policies intended to help working Americans, including universal health care, free college tuition, a higher minimum wage and a raft of other social benefits. Sanders rested his appeal to his supporters on the idea that defeating Trump is key to keeping progressive causes in the mainstream discussion.  FILE – Democratic presidential candidate former Vice President Joe Biden and his running mate Senator Kamala Harris, D-Calif., August 12, 2020.“I think he successfully showed that he’s strongly supporting Joe Biden and [vice presidential candidate Kamala] Harris, that he made the case to his movement that many of the issues that he was pushing now are mainstream and that he’s willing to work with progressives and, of course, moderates and even conservatives to help get Biden elected,” James Thurber, distinguished professor in the department of government at American University, said. He was referring to Biden’s running mate, California Senator Kamala Harris. Sanders’ conciliatory tone this year marks a departure from the 2016 election cycle, when he accused the Democratic Party of rigging the nomination process in favor of Clinton, and there was plenty of sniping between the Sanders and Clinton camps.  “This is a time where we’ve seen Senator Sanders be more of a party team player than he usually is. And I think it was quite impressive to many who were watching that he stayed on message,” said Lara Brown, director of the Graduate School of Political Management (GSPM) at the George Washington University. “Part of the case that he made last night was that the progressive agenda has really come more and more into the mainstream over the past few years and that that isn’t going to go away anytime soon,” Brown said.  But progressives’ values could be jeopardized, Sanders told supporters, unless they vote for Biden to ensure Trump does not win a second presidential term. “Under this administration, authoritarianism has taken root in our country. I, and my family, and many of yours, know the insidious way authoritarianism destroys democracy, decency and humanity,” Sanders said Monday.  Motivation to supporters Trump has repeatedly asserted that liberal Democrats like Sanders are out to “destroy the country,” and are promoting socialist values anathema to many Americans.  Sanders’ rhetoric was intended to motivate his supporters to vote for Biden instead of staying home or choosing another candidate.  FILE – Republican presidential candidate Donald Trump stands with Democratic presidential candidate Hillary Clinton before the first presidential debate at Hofstra University, September 26, 2016, in Hempstead, N.Y.“In 2016, as we all know, Hillary lost by about 68,000 votes in three key states, collectively, Pennsylvania, Wisconsin and Michigan. And in those states, 100-200,000 people voted for third- and fourth-party candidates and many of them didn’t vote at all. And that’s the key here. He [Sanders] has to motivate his supporters to get out and vote for Biden, not to vote for another candidate,” Thurber said. While noting that he still has significant policy disagreements with Biden, Sanders also outlined in his speech the many areas where progressive causes could be advanced if Democrats retake the White House. Biden’s campaign worked with Sanders in the weeks leading up to the convention to ensure some of his progressive goals were included in the official platform of the Democratic Party.  Sanders said Biden supported progressive causes such as raising the minimum wage to $15 an hour, paid family leave and funding for universal schooling for 3- and 4-year-olds while making child care affordable for millions of families.  Sanders did note that his Medicare for All plan – a single, government-sponsored health insurance program for all Americans – did not make it into the party platform.  “While Joe and I disagree on the best path to get to universal coverage, he has a plan that will greatly expand health care and cut the cost of prescription drugs. Further, he will lower the eligibility age of Medicare from 65 to 60,” Sanders said.  Control of Senate With control of the Senate also at stake this election year, analysts say a key part of Sanders’ appeal to progressives was to remind them that putting a Democrat in the White House was the best way of ensuring their agenda becomes law.  “He was very good at explaining to his supporters that progressives have won. They are now the mainstream of the Democratic Party. Their issues are the ones that are a top concern,” Brown said.  If Democrats pick up the three to four seats needed for a majority in the Senate, Sanders is well-positioned to play a key role in leadership. One of his Democratic colleagues recognized his contribution Monday night after his speech.  Senator Chris Murphy of Connecticut tweeted, “The careful, purposeful steps Bernie Sanders has taken to bring the party together this spring and summer will be a huge part of the story we tell when Joe Biden wins.”

Israel and Sudan Close to Peace Deal, Officials Say

Israel and Sudan said Tuesday they are close to reaching a peace agreement, just days after Israel concluded a historic agreement with the United Arab Emirates. A Sudanese Foreign Ministry official said that the government is “looking forward to concluding a peace agreement with Israel,” the Associated Press reported. Sky News Arabia quoted Sudanese Foreign Ministry spokesman Haidar Badawi Sadiq as saying Tuesday, “There is no reason to continue hostility between Sudan and Israel.”نتانياهو يرحب بتصريحات السودان: كل المنطقة ستستفيد من السلام https://t.co/Cm2iRIdBrK— سكاي نيوز عربية (@skynewsarabia) August 18, 2020“We do not deny there are communications” between the countries, he added. The spokesman echoed this in a phone call with Reuters, telling the news agency Tuesday, “I cannot deny that there are contacts between Sudan and Israel.”  In response to the news, Israeli Prime Minister Benjamin Netanyahu said on Twitter he would “do everything necessary” to reach a deal.ישראל, סודאן והאזור כולו ירוויחו מהסכם השלום ויוכלו לבנות ביחד עתיד טוב יותר לכל עמי האזור. נעשה כל הנדרש כדי להפוך חזון זה למציאות 🇮🇱 pic.twitter.com/FdKWSe6mhb— Benjamin Netanyahu (@netanyahu) August 18, 2020In February, Israel and Sudan agreed to move forward with talks on normalizing their relationship in a two-hour meeting between Netanyahu and Abdel Fattah al-Burhan, who leads Sudan’s transitional sovereign council. Netanyahu’s spokesperson to Arab media, Ofir Gendelman, called Al-Burhan’s “decision … to work toward advancing relations” with Israel “brave.”Pursuant to his 3.2.20 meeting w/ Sovereignty Council of Sudan Chairman Abdel Fattah Al-Burhan, PM Netanyahu welcomes the position of the Sudanese Foreign Ministry, which reflects the brave decision of the Sovereignty Council Chairman to work toward advancing relations w/ Israel. pic.twitter.com/NBT0Brb0O5— Ofir Gendelman (@ofirgendelman) August 18, 2020Last week, the UAE became just the third Arab country to establish formal diplomatic ties with Israel, after Egypt and Jordan. Arab states gathered in Sudan in 1967 to issue what are known as the “three no’s”: no peace with Israel, no recognition of Israel and no negotiations with it. Israel’s intelligence minister said Sunday that alongside Sudan, Bahrain and Oman could be the next countries to follow the UAE in formalizing their relationships with Israel. Iranian President Hassan Rouhani on Saturday said the U.S.-brokered deal with the UAE was a “huge mistake,” the AP reported. Israel, the UAE and other nations in the region consider Iran a common enemy. Leslie Bonilla contributed to this report.

Senate Report Provides New Details of Russian Meddling in 2016 Presidential Election

A bipartisan investigation into Russian efforts to influence the outcome of the 2016 U.S. presidential election found that Moscow successfully used a complex web of operatives and active measures to ensnare members of President Donald Trump’s campaign, in some cases, leaving the incoming administration open to manipulation. The report concluded, among other things, that Trump’s 2016 campaign chairman Paul Manafort posed a “grave counterintelligence threat” because of his dealings with people close to the Kremlin. But it also found that the FBI’s investigation of the Russian meddling in the election was “flawed.” FILE – Trump Campaign Chairman Paul Manafort talks to reporters on the floor of the Republican National Convention at Quicken Loans Arena in Cleveland, July 17, 2016.Released Tuesday by the Senate Intelligence Committee, the report is the fifth on the subject by the committee and the culmination of more than three years of work. It includes hundreds of witness interviews and the review of more than 1 million pages of documents. The report focuses on key players from Russia and the Trump campaign, as well as efforts undertaken by Russian intelligence and organizations like the anti-secrecy website WikiLeaks, which according to the report, “likely knew it was assisting a Russian intelligence influence effort.” Although the report does not find evidence that Trump campaign officials willingly and knowingly worked with Russia to win the election, committee investigators concluded that whether due to ambition or naivety, key officials were indifferent to the possibility help was coming from the Kremlin. With WikiLeaks and its release of documents obtained during Russia’s hack of the Democratic National Committee’s computer services, for example, the report found the Trump campaign, “sought to maximize the impact of those leaks to aid Trump’s electoral prospects.” “The Trump Campaign publicly undermined the attribution of the hack-and-leak campaign to Russia and was indifferent to whether it and WikiLeaks were furthering a Russian election interference effort,” the report added. The Senate report raises especially deep concerns about the role of Manafort, a Republican political operative and international lobbyist who joined the Trump campaign in March 2016.  “Manafort’s presence on the Campaign and proximity to Trump created opportunities for Russian intelligence services to exert influence over, and acquire confidential information,” the report said. Manafort was convicted of tax and bank fraud charges during a separate investigation by special counsel Robert Mueller. He was released from prison to home confinement earlier this year.  FILE – Sen. Marco Rubio, R-Fla., speaks during a Senate Intelligence Committee on Capitol Hill, May 5, 2020.“We can say, without any hesitation, that the Committee found absolutely no evidence that then-candidate Donald Trump or his campaign colluded with the Russian government to meddle in the 2016 election,” said acting chairman, Republican Sen. More Workers Join Strike to Oust Belarusian President Lukashenko

More workers joined a growing strike Tuesday to oust authoritarian Belarusian President Alexander Lukashenko after he extended his 26-year term in an election that detractors contend was rigged.Thousands of workers began walking off the job Monday at state-controlled facilities, joining actors and broadcasters. Unrest began to escalate after Lukashenko dismissed demands to resign following a severe police crackdown on peaceful protesters days after the August 9 election.Workers of the Minsk Tractor Works Plant leave after their work shift as activists with old Belarusian national flags greet them in Minsk, Belarus, Aug. 18, 2020.The first government official to challenge Lukashenko was the ambassador to Slovakia, who said in a video Saturday before he resigned that he supported the protests. The ambassador to Spain, Pavel Pustav, posted a statement Tuesday on Facebook urging a vote recount and the prosecution of those who beat peaceful protesters.Officials from Western countries have refused to recognize the election as free and fair, and they have denounced the police crackdown. The U.N. Merkel Urges Germans to Follow COVID Restrictions as Cases Surge

German Chancellor Angela Merkel Tuesday urged citizens to wear masks and abide by social distancing and other COVID-19 prevention rules if they want to see restrictions lifted in the country. Speaking with reporters in Dusseldorf where she attended the North Rhine-Westphalia state cabinet meeting, Merkel said the number of new cases in Germany has doubled in three weeks and cannot continue. She noted that the surge is likely due to people traveling during the summer holidays and more intermingling. Merkel said she cannot further lift COVID-19 restrictions with the rising new infections and appealed to the public to adhere to the rules.  “If the infection numbers go down, then we can open up more,”” Merkel said. “If they don’t go down or if they go up, then you have to consider what might be necessary.” Merkel said she discussed the COVID-19 pandemic with the state cabinet. Germany’s 16 states largely set their own rules, often leading to a mishmash of differing regional regulations that have prompted confusion and frustration in the country of 83 million. Merkel said she was in favor of a more uniform approach. Germany’s disease control agency on Tuesday reported 1,390 new confirmed coronavirus cases.

US Envoy Says Ball ‘in Russia’s Court’ in Arms Talks

A U.S. arms envoy said Tuesday it is Russia’s turn to respond to U.S. terms to extend the landmark New Strategic Arms Reduction Treaty.“Russia understands our position and what remains to be seen is if there is the political will in Moscow to get this deal done,” said Special Presidential Envoy for Arms Control Marshall Billingslea. “The ball is now in Russia’s court.”   Billingslea’s comments were made to reporters in a telephone briefing after the latest round of talks in Vienna with Russian Deputy Foreign Minister Sergei Ryabkov. FILE – Russian Deputy Foreign Minister Sergei Ryabkov speaks to the media in New York, Jan. 16, 2010.The treaty limits the U.S. and Russian deployment of strategic nuclear weapons and expires in February.  The U.S. wants to address Russia’s build-up of its shorter-range nuclear weapons arsenal that is not covered by the 2010 treaty. Washington also has called for a more robust weapons verification system. The U.S. has demanded that China be included in any deal replacing the treaty, but Billingslea appeared to soften the request, saying a framework would be developed that “can include China in due course.” Washington pulled out of the 1987 Intermediate-range Nuclear Forces Treaty in 1987 after maintaining Russia deployed a cruise missile in violation of the deal. Russia said because of the missile’s range, it was not covered under the INF agreement. The U.S. is trying to negotiate a deal that covers all warheads. Russia says it has no preconditions. “Russia stands for an extension of the START treaty but is not ready to pay any price for that,” Ryabkov said through his ambassador to the United Nations in Vienna.  S. Mali Soldiers Detain President, Prime Minister

WASHINGTON/BAMAKO, MALI – Soldiers in Mali’s capital mutinied Tuesday and have taken President Ibrahim Boubacar Keita and Prime Minister Boubou Cisse into custody. A reporter for VOA’s French to Africa service (Kassim Traoré) says the president was arrested at his house in Bamako Tuesday and taken to a military camp in the town of Kati, 15 kilometers away.  Cisse was taken to the same camp.Gunfire erupted at the Kati base earlier in the day.   Mali reporter Bram Posthumus told VOA English to Africa that “soldiers went on the rampage, got to the arsenals, got the guns, started shooting in the air, went out and cut off access to the camp.”No casualties have been reported in the unrest. A mutiny at the same camp triggered a coup against Malian president Amadou Toumani Toure in 2012.Opposition supporters react to the news of a possible mutiny of soldiers in the military base in Kati, outside the capital Bamako, at Independence Square in Bamako, Mali, Aug. 18, 2020.Earlier Tuesday, the Norwegian embassy in Mali warned that a mutiny in the armed forces was under way, and several embassies warned their nationals to stay home. The FILE – Mali President Ibrahim Boubacar Keita wears a face mask during the G5 Sahel summit in Nouakchott, Mauritania.Critics blame the president for a faltering economy and for failing to stop an eight-year Islamist insurgency in the north.  Tensions escalated in April after the Constitutional Court overturned results from a disputed parliamentary election, allowing Keita’s party to take a majority of the vacant seats.  VOA English to Africa, French to Africa and the Bambara service contributed to this report.

New Protests in Sudan Demand Faster Government Reforms

Sudan marked one year of a civilian-military power-sharing deal with a new wave of protests this week demanding wider and faster reforms.Hundreds of protesters gathered Tuesday near the Council of Ministers in Khartoum, wearing and holding Sudan’s flag and chanting for reforms.   At another event Monday, riot police arrested dozens of protesters and fired tear gas to disperse the crowd.   Khalid Ahmed was one of the protest leaders who helped end the iron-fisted rule of longtime president Omar al-Bashir. He said he is surprised that a little over a year later, he is participating in a new wave of protests against the new government, especially given that it was created after huge sacrifices. But, he added, the government can’t seem to see a clear plan to reform the situation. A Sudanese man carries the national flag as protesters march in a demonstration to mark the anniversary of a transitional power-sharing deal with demands for quicker political reforms in Khartoum, Sudan, Aug. 17, 2020.In August 2019, military leaders and pro-democracy protest leaders signed a power-sharing agreement and a draft for a new constitution. The protesters want the transitional government to abide by that draft and form a new legislature, as well as take steps to improve Sudan’s economy, make peace with rebel movements, and stop tribal clashes in the east and west of the country.  Political analyst Ahmed Abdelghani says the new wave of protests could represent a real and growing challenge for the power-sharing government.  On the peace process, the transitional authorities recently announced the completion of security procedures with rebel groups and said a final agreement could be signed within a few weeks.  The transitional government has also pledged to hand over Bashir and allies of his regime to the International Criminal Court to face trial on war crimes and genocide charges related to the Darfur conflict, which left 300,000 people dead and millions displaced.  The former president and his aides are currently in a federal prison, awaiting trial on charges of undermining the constitution in the 1989 military coup that brought them to power.

Scorching Temperatures in Death Valley May Be Third Hottest on Earth

The World Meteorological Organization says temperatures of 54.4 degrees (Celsius) reported Sunday at Furnace Creek, Death Valley in the U.S. state of California, may be the third hottest on Earth. The U.N. weather agency is assembling an international team of atmospheric scientists to verify the temperatures reported in Death Valley are legitimate. The WMO says that is a very complicated procedure and is likely to take several months to complete.

If validated, however, World Meteorological scientists say it would qualify as the third highest temperature ever recorded on the planet. The hottest temperature ever recorded was 56.7 degrees (Celsius) in Death Valley on July 10, 1913. The second hottest was set in July 1931 in Kebili, Tunisia, at 55 degrees (Celsius).

The scorching conditions come as sweltering heat grips the west coast of the United States, with temperatures reaching the high 30s and 40s. WMO spokeswoman Clare Nullis says the U.S. National Weather Service expects the intense heat to continue for a while.“The National Weather Service in Las Vegas, which covers the Death Valley area, tweeted overnight, ‘We are in the midst of a long-duration extreme heat event. Another run at 130 degrees Fahrenheit plus temperatures in Death Valley remains possible,’” ,” said Nullis.
A person walks on a boardwalk at the salt flats at Badwater Basin, Aug. 17, 2020, in Death Valley National Park, California. The WMO says extreme high temperatures are part of a global trend.  It says July was the hottest July on record for the northern hemisphere, and Arctic sea ice was the lowest on record for the month.

It says Western and Central Europe experienced another heatwave last week, Japan recorded temperatures of more than 40 degrees (Celsius) Monday at Hamamatsu, and Siberia has experienced a prolonged heatwave.

The WMO currently is in the process of verifying the record high temperature of 38 degrees (Celsius) reported June 20 in Siberia. If proven, that would be the highest temperature ever recorded in the Arctic Circle.

Nullis tells VOA the relationship between climate change and the extreme weather events is inescapable.

“We are seeing more intense, extreme heat waves. More frequent. They are starting earlier and finishing later than in the past,” said Nullis. “This is consistent with everything that we expect from climate change. Of all the extreme weather events that we see, the relationship between heat and climate change is the one that we see that is clearest.”

Man-made climate change is caused by the emission of greenhouse gases, including carbon dioxide, nitrous oxide and methane into the atmosphere. Scientists agree that drastically cutting greenhouse gas emissions is the key to tackling global warming.

UN-Backed Court Convicts One Man in 2005 Assassination of Lebanon’s Hariri

Judges at a U.N.-backed tribunal have found one man guilty in the 2005 assassination of former Lebanese Prime Minister Rafik Hariri and acquitted three others charged in the case.

The presiding judge at the Special Tribunal for Lebanon declared that Salim Jamil Ayyash was guilty on all counts, including conspiracy to commit a terrorist act using explosives and intentional homicide of Hariri, the 21 bystanders who were killed in the massive explosion, as well as the attempted murder of the 226 injured persons.

But the court said it could not find beyond a reasonable doubt that Hassan Habib Merhi, Hussein Hassan Oneissi, and Assad Hassan Sabra were guilty of being part of the conspiracy.

All four defendants were tried “in absentia” and have not been seen in years.

The men were low-level operatives with the Lebanese group Hezbollah.
A woman holds images, some showing former Lebanese Prime Minister Rafik Hariri, outside the U.N.-backed Lebanon Special Tribunal in Leidschendam, Netherlands, Aug. 18, 2020.Much of the prosecution’s case centered around phone records of the four Hezbollah operatives charged with planning and carrying out the attack and the ensuing attempt to cover it up.
The defense argued that the evidence was circumstantial and unreliable.

A tribunal judge said Tuesday that while Syria and Hezbollah “may have had motives to eliminate” Hariri, the judges found no evidence that either was involved in Hariri’s assassination.

Syria and Hezbollah were not on trial, but in the aftermath of the assassination, fingers were pointed at Damascus. Massive national protests led to Syria’s troop withdrawal from Lebanon.

The judges said it is beyond a reasonable doubt that a suicide bomber set off the explosion, but they could not make any finding regarding the bomber’s identity.

A U.N. Security Council resolution established the Special Tribunal for Lebanon (STL) in 2007, following a request to the United Nations by the Lebanese government.Former Lebanese Prime Minister Saad Hariri speaks to the media after a U.N.-backed tribunal handed down a verdict in the 2005 bombing that killed former Prime Minister Rafik Hariri and 21 other people, in Leidschendam, Netherlands, Aug. 18, 2020.The trial, which began in 2014, involved 297 witnesses and 3,000 exhibits of evidence.

Hariri was killed Feb. 14, 2005, as his convoy drove along the Beirut seafront. The judges determined that an unidentified suicide bomber detonated the small truck loaded with 2,500 to 3,000 kilograms of a TNT-like explosive.

A number of victims attended the session at the court, located in a suburb of The Hague, including Hariri’s son, Saad, who is also a former prime minister.

Presiding Judge David Re said he hoped the court’s verdict gives the victims and their families some form of closure.

Flooding at Home, Tensions Abroad Raise Concern for China’s Food Security

Chinese President Xi Jinping has urged his country to take immediate actions to curb what he called its “shocking and distressing” food waste problem as the worst flooding along the Yangtze River in years threatens the country’s important rice crop.  In an instruction released last week, People dine at the Quanjude Peking roast duck restaurant, following the coronavirus disease (COVID-19) outbreak, in Beijing, Aug. 18, 2020.Zhong Dajun, director of the Beijing Dajun Institute for Economic Observation, told VOA that the wasting of food  has been increasing over the years as people gained more disposable income.    “I think compared to the general public, officials dining with public funds account for only a small proportion,” he said. “With strong spending power, Chinese people have to pay attention to frugality and saving food.”   Preparing or ordering more food than necessary has long been regarded as a symbol of hospitality in China. Zhu Qizhen, a professor at China Agricultural University, told the South China Morning Post that because of this tradition, “the amount of leftovers has become the standard for a sumptuous feast.”   A staff member who is also an anti-food waste supervisor, holds a tray at the Quanjude Roast Duck restaurant, following the coronavirus disease (COVID-19) outbreak in Beijing, Aug. 18, 2020.Yet political commentator Heng Hei said one of the main problems with the country’s food waste problem is linked  to the lavish excesses of the Chinese Communist Party.    “This level of food wasting has to do with CCP’s extravagant culture. Ordinary Chinese people don’t waste to that level,” he said.    In a survey by China’s state newspaper Beijing Youth Daily in 2013, a shocking 97.8% of respondents felt that Chinese officials were wasting public funds.  Of those funds,  FILE – An aerial view shows the flooded Gu town following heavy rainfall in the region, in Luan, Anhui province, China, July 20, 2020.The country is experiencing the worst flooding in more than two decades, destroying thousands of acres of farmland along the Yangtze River. With the nickname “Land of Rice and Fish,” the broader Yangtze River basin accounts for 70% of China’s rice production.   Given how much cropland was damaged by mid-July, Chinese brokerage firm Shenwan Hongyuan estimated that China could lose 5% of its rice production compared to last year.    China’s FILE – A terraced rice paddy field is seen after rain in Honghe Hani and Yi Autonomous Prefecture, Yunnan province, China, March 19, 2019.
Beijing has responded to the crisis by stabilizing supply from its strategic reserve. According to China Grain Reserves Group, Beijing has released 62.5 million tons of rice, 50 million tons of corn and over 760,000 tons of soybeans by the end of July, a level nearly double the volume released during the whole of 2019.    Meanwhile, China’s worsening relations with some of its major trade partners could create uncertainty for China’s food supply chain. For example, the country has been relying on imports from the U.S. to try to stabilize prices as well as fulfill its commitment to purchase U.S. agricultural products.   In the first six months of this year, China imported nearly 61 million tons of grain, a 21% jump from a year ago. Imports of corn, soybeans and wheat have also increased, according to data from Chinese customs.    FILE – A stall of the U.S. Soybean Export Council is seen during the China International Import Expo (CIIE), at the National Exhibition and Convention Center in Shanghai, China, Nov. 5, 2018.Analysts caution that an overdependence on food imports could hurt Beijing’s strategic interest. Meanwhile, the continuing political tensions with Western countries could lead to trade barriers such as higher taxes, raising prices and further threatening the country’s food security.    Economist Zhong Dajun said China has to import as least 100 million tons of crop every year, and “it will be pretty troublesome for Beijing to increase the production by that amount domestically.”

Thousands in Spain Protest Mask Law

A movement that denies the existence of COVID-19 has split Spanish society as the country is battling to control the highest number of coronavirus cases in Europe.

Stop Confinamiento España, one of the groups behind the movement, has said it will hold a protest next month in Madrid, calling it a “peaceful demonstration against the measures imposed in connection with the false health crisis caused by COVID-19.”

The strength of feeling among those who claim coronavirus is an invention by a ruling elite to control the masses was demonstrated when an estimated 2,500 people staged a protest in Madrid on Sunday.

The movement has gained ground thanks in part to the support of high profile celebrity supporters like Miguel Bosé, a popular Spanish singer.

Bosé has used his social media platforms in recent weeks to promote what some describe as conspiracy theories about COVID-19, and he claimed a planned vaccine was a pretext to control the world’s population using 5G mobile phone technology.

Sunday’s demonstration echoed those in June staged in cities across Spain by mainly right wing groups that were protesting restrictions imposed on personal freedoms by the left wing coalition government in order to curtail a rising number of coronavirus cases.

Spain last week announced a nationwide ban on smoking and drinking in public if social distancing cannot be guaranteed.

The COVID-19 denial movement in Spain echoes similar libertarian movements that have sprung up in the U.S., France, Britain and Germany.

The controversial cause has divided Spaniards, with recent polls showing a quarter of the population objects to the obligatory use of face masks across the country.A police officer confronts a protester at a rally against the use of protective masks amid the coronavirus pandemic, in Madrid, Spain, Aug. 16, 2020.The emergence of the movement comes at a delicate time, as Spain has seen a sharp rise in coronavirus cases since emerging from lockdown in June and now has the highest number of people diagnosed with the pathogen in Europe with 359,082 cases, according to health ministry data on August 17.

People were urged to join Sunday’s protest by an animated video featuring the Beatles’ song Revolution.

The video urged demonstrators to wear masks to the protest in order to avoid arrest or police action and to allow “the elderly and those with health conditions to attend”.

However, the vast majority of those who turned up were not wearing masks and were shouting “We want to see the virus” and “5G is the real killer.”

Josep Pàmies, a farmer from Catalonia in northeast Spain who is an anti-vaccination activist, was among the speakers at the Madrid demonstration.

He said the pathogen could be cured with “kisses, hugs, medicinal plants and confidence. With this we can stop the madness of our politicians”. Ouka Leele, a poet and photographer, told demonstrators “We can’t live like zombies with masks on in the streets.”

Spain’s official death toll from coronavirus stands at just over 28,600 but the real figure, including those undiagnosed, is believed to be around 44,000, including 20,000 elderly residents of care homes, according to an investigation by the El País newspaper, which collated data from regional authorities and health studies.A man smokes a cigarette with his eyes covered by a face mask as he takes part in a protest against the use of protective masks amid the coronavirus pandemic, in Madrid, Spain, Aug. 16, 2020.The Madrid demonstration prompted angry condemnation from authorities and doctors.

José Manuel Franco, Madrid’s regional security chief, said he will launch an investigation and take measures including fining organizers of the face mask protest.

Demonstrators were accused of breaching social distancing rules and crowding together as well as refusing to wear face coverings.

“There are always brainless people — in this case quite a few — who unfortunately do not comply with the law,” Franco told Cadena Ser radio network.

“I want to make it clear that this will be punished with the full force of the law.” Organizers could face heavier fines of up to $71,414 if they are found guilty of serious breach of public health measures.

Franco insisted his office had been duped into allowing the demonstration on false pretenses.

He said the organizers had not said the protest was against face masks, Franco claimed, but about censorship and freedom.

He also said that organizers insisted that social distancing would be observed, none of which happened.

Belén Padilla, a doctor and vice-president of the Madrid College of Physicians, said she felt “anger and sadness” when she saw the television images of the demonstration.  “To deny the scientific evidence is absurd,” she said.

Pablo Simón, a political scientist from the University Carlos III in Madrid, told VOA, “conspiracy theories can be found in lots of places. The most recent poll found about 20-25% believe in them in Spain. Social media is very important in propagating these movements.”

A survey for the La Vanguardia newspaper found 74.96% of those who took part said they agreed with wearing masks, while 25.04% disagreed. By Monday night, 330,068 had voted.

3 Vietnamese Suspects Arrested in Coronavirus-Related Fraud Targeting US Citizens

Vietnamese authorities have been arrested and charged three people with wire fraud involving a scheme related to the novel coronavirus pandemic that defrauded thousands of Americans out of nearly $1 million. A statement released Tuesday by the U.S. Embassy and Consulate in Vietnam says the three suspects, Phan Dinh Thu, Tran Quoc Khanh and Nguyen Duy Toan, operated more than 300 websites that offered hand sanitizers and other products that had disappeared from department stores’ shelves at the start of the pandemic.  Over 7,000 victims in all 50 states paid for these items, but never received them.An investigation launched by the U.S. Department of Homeland Security found that hundreds of email accounts and user accounts were set up with a U.S.-based payment processor to carry out the scheme and kept it hidden from law enforcement.  The defendants are also accused of listing misleading contact addresses and phone numbers on the websites, which led to unaffiliated individuals and businesses in the U.S. to receive numerous complaints from victims who had paid for the fake items.U.S. Homeland Security passed on the information to the Vietnam Ministry of Public Security, which launched its own investigation that led to the trio’s arrest.  “This investigation resulted in significant financial losses to people who were already facing enormous challenges due to the COVID-19 pandemic,” U.S. Ambassador Daniel J. Kritenbrink said in the embassy’s statement.  Kritenbrink said the action “demonstrates the Government of Vietnam takes COVID-19 related crimes seriously.”

Gunfire Reported at Mali Military Camp, Possible Mutiny Under Way

Gunfire erupted at an army base outside Mali’s capital on Tuesday, raising fears of a possible mutiny by soldiers against President Ibrahim Boubacar Keita. The gunshots were fired at a sprawling military base in the town of Kati, about 15 kilometers northwest of Bamako.A reporter in Mali, Bram Posthumus, told VOA English to Africa that “soldiers went on the rampage, got to the arsenals, got the guns, started shooting in the air, went out and cut off access to the camp.”The cause of Tuesday’s unrest was not clear. Posthumus said there have been no reports of casualties, and said no one has confirmed reports of top Malian officials being abducted or arrested. He said soldiers have now blocked off a road that runs from the camp into Bamako and past the presidential palace.A mutiny at the same camp triggered a coup that overthrew Malian president Amadou Toumani Toure in 2012.Earlier Tuesday, the Norwegian embassy in Mali warned that a mutiny in the armed forces was under way.The French and Australian embassies warned their nationals to stay at home, citing reports of disturbances in Kati and Bamako. There are reports of gunfire and civil disturbance in parts of Bamako. — Gregory Andrews (@AusAmbGHA) August 18, 2020Opposition supporters have held several large protests in recent months calling for President Keita’s resignation.  Clashes between security forces and protesters in July killed at least 11 people. The president has come under increasing criticism for failure to stop an eight-year Islamist insurgency in the north. Tensions escalated in April after the Constitutional Court overturned results from a disputed parliamentary election, allowing Keita’s party to take a majority of the vacant seats.

Trump’s Comments on Coronavirus ‘Patently Wrong’, New Zealand PM Says

New Zealand’s Prime Minister Jacinda Ardern Tuesday dismissed as “patently wrong” U.S. President Donald Trump’s assertion that her nation is experiencing a big surge in coronavirus cases, saying there was no comparison between the two countries.Trump made the comments Monday during a campaign stop in Minnesota, saying the situation in New Zealand was “terrible” after many in the world held the nation up as an example of how to manage the pandemic. But speaking to reporters in Wellington, Ardern said anyone who is paying attention to what’s going on in the world with the pandemic “will quite easily see that New Zealand’s nine cases in a day does not compare to the United States’ tens of thousands.”  New Zealand last week discovered four new cases of COVID-19 in a single Auckland household. Before that, the nation had not seen a locally transmitted case in at least 102 days. COVID-19 is the disease caused by the coronavirus. Thirteen new infections were reported Tuesday. Officials have reissued a lockdown for Auckland until Aug. 26.The country currently has more than 1,640 confirmed infections, according to the Johns Hopkins University, which is tracking the infections globally.  New Zealand, with a population of 5 million, has reported 22 deaths, giving it a death rate of 0.44 per 100,000 people, one of the lowest in the world. The U.S. has a death rate of 5.21 per 100,000, one of the highest globally. With a population of about 330 million, the U.S. has reported more than 5.4 million infections and 170,000 deaths.

Former CIA Officer Charged with Giving China Classified Info

A former CIA officer and contract linguist for the FBI has been charged with spying for China, including by disclosing secret tradecraft and information on sources to intelligence officers, according to  court documents unsealed Monday. Alexander Yuk Ching Ma is accused of revealing government secrets to Chinese intelligence officers in a hotel room in Hong Kong during a three-day period in March 2001, and of continuing to remain in touch with them even after he took a job with the FBI. Ma was charged in federal court in Honolulu with conspiring to gather and communicate national defense information for a foreign nation. He was arrested last week after a recent sting operation in which prosecutors say Ma accepted cash from an undercover law enforcement officer and revealed that he wanted the “motherland” to succeed. No defense lawyer was listed on court records for him. The case was first reported by NBC News.

Australia Probes COVID-19 Cruise Ship Infection Scandal

Federal officials will face a parliamentary committee Tuesday over a cruise ship scandal that fueled Australia’s coronavirus crisis. More than 2,500 passengers were allowed to leave the Ruby Princess without being tested after it docked in Sydney in March despite suspected COVID-19 cases on board. The Ruby Princess was the source of one of Australia’s biggest coronavirus clusters.  It led to 28 deaths and more than 1,000 infections across the country and overseas.  Senior officials from Australia’s Border Force and Agriculture Department, which had staff on board the cruise liner, are expected to face tough questions from lawmakers in Canberra.  They are investigating how and why 2,650 passengers were not tested for the virus, despite suspected cases onboard. After completing an 11-day cruise to New Zealand, travelers were allowed to disembark at Sydney Harbour and catch public transport, and domestic and overseas flights home.  A parliamentary committee was set up in April to examine the government’s response to the COVID-19 pandemic. It is due to complete its final report in June 2022.   A separate New South Wales inquiry into the Ruby Princess has blamed state health authorities for ‘inexcusable” mistakes.  They had declared the ship to be low-risk, but the inquiry found they should have tested sick patients immediately. A police investigation into the scandal continues.   New South Wales state premier Gladys Berejiklian says “monumental mistakes” were made. “Can I now apologize unreservedly to anybody who suffered as a result of the mistakes that were outlined in the report undertaken by individuals within the health department.  Not only have lessons been learned, but clearly those circumstances should and will never happen again in New South Wales,” Berejiklian said.Following the Ruby Princess debacle, about a dozen other cruise liners were banned from docking at Australian ports due to the risk of spreading the coronavirus. Australia has had about 23,500 confirmed coronavirus cases. More than 420 people have died. The center of the public health crisis is the state of Victoria. It recorded 222 new cases Tuesday and 17 deaths.   State premier Daniel Andrews has previously described COVID-19 as a “cunning and wicked enemy.”
