Hong Kong Police Arrest 4 for Alleged National Security Breach Under New Law

Four young activists who belonged to a disbanded pro-independence group have been arrested on secessionist charges in Hong Kong’s first crackdown on political figures after the enactment July 1 of a sweeping national security law.Senior Superintendent Li Kwai-wah, with Hong Kong police’s newly formed National Security Department, told reporters late Wednesday that four students between the ages of 16 and 21 had been arrested under the new national security law for “organizing and inciting secession” by their advocacy of independence.He declined to name them and their group, but the group Studentlocalism announced on social media that its former convenor, Tony Chung, 19, had been arrested Wednesday night for “inciting secession.” Activists said at least two other former group members also had been arrested about the same time.The arrests were the most high-profile crackdown on political figures since the introduction of the new security law. Ten protesters were arrested that day on national security charges.’Hong Kong nation’Li accused the group of announcing online the establishment of a new group to advocate for the establishment of a “Hong Kong nation,” as well as its declaration that it would use all means to achieve this end. He also alleged that the group was trying to “unite all pro-independence groups in Hong Kong” and “incite others to join them.”Li said mobile phones, computers and documents had been seized from the arrested activists’ homes. He said the police could take DNA samples from them if necessary.Citing clauses 36 to 38 of the national security law, Li emphasized that people also could be charged with criminal enterprises for “national security crimes” committed elsewhere in the world.“We have jurisdiction even if the propaganda takes place abroad,” he said.Studentlocalism announced its closure on the eve of the enactment of the national security law on July 1, but it also announced 10 days ago the establishment of its U.S. division. On its Twitter account, the group called on its supporters to join in, and it posted an online recruitment form.ManifestoIts manifesto on Twitter says one of its missions is to “establish a Hong Kong republic with independent sovereignty” and “awaken the will of Hong Kong’s national independence.”Li said the arrestees were suspected of violating both Article 20 and 21 of the national security law, which criminalizes secessionist acts and incitement of others to commit such offenses.In a video footage posted online, a plainclothes police officer, purportedly from the national security department, can be seen escorting Chung, who has his hands tied behind his back, to a vehicle.Local media said it was the first time that officers from the police force’s new national security department had made an arrest under the security legislation.FILE – Independence activist Tony Chung is pictured on a street in Hong Kong, China, Jan. 8, 2019.As the group disbanded June 30, Chung vowed on Twitter, “We won’t give up, we refuse to forget, one day we will witness the Hong Kong national flag on our land.”Chung was arrested in May 2019 for damaging the national flag at the protest zone outside the legislature, before the anti-government protest movement began.Ahead of the police briefing Wednesday night, officers expelled several journalists, saying they had not been registered with the government — even though no such restrictions had been put in place previously.Commenting on the arrests, pro-democracy lawmaker Eddie Chu said the activists were not arrested for their actions but rather for their rhetoric on social media. “The maximum penalty is life imprisonment. Typical CCP [Chinese Communist Party] speech crime,” he said on Twitter.Human Rights Watch researcher Maya Wang said the arrests were “a significant escalation on the part of the Hong Kong government, criminalizing those who organize political parties, and it’s likely [to be] just the beginning before it moves onto pan-democratic parties.”

Mystery Seeds Arriving in US From China Could Be Part of Scam, Officials Say

U.S. officials say that Americans who are reporting receiving unsolicited packages containing seeds purportedly sent from China could be the victims of a fraudulent internet retail scheme known as a “brushing scam.”  Residents of about a dozen U.S. states have reported receiving mysterious packages containing dozens of seeds that appeared to have been mailed from China. The seeds are of unknown origin, and state agencies are warning recipients not to plant them if they are invasive species.     “At this time, we don’t have any evidence indicating this is something other than a ‘brushing scam’ where people receive unsolicited items from a seller who then posts false customer reviews to boost sales,” the U.S. Department of Agriculture wrote on its website, adding that the agency is investigating the packages from China.  Mystery seeds  In recent days, residents all over the country have been reporting on social media that they received mystery packages containing seeds that they did not order. With either white or yellow packaging, the packages appear to have been shipped via China’s state-run postal agency and contain Chinese characters on the outside. At least 30 states are urging its residents to report these unsolicited packages of seeds, warning they could be harmful.  “Anyone receiving seeds that they did not order should not open the packets or plant the seeds,” Michael Wallace, director of communications at Virginia Department of Agriculture and Consumer Services, told VOA.  “Residents should be cautious because planting seeds that are non-native to the United States could potentially be an invasive species that would be a detriment to the environment,” warned Louisiana Commissioner of Agriculture and Forestry Mike Strain.He told VOA the state is also concerned about the introduction of seed-borne pathogens into the environment.  USDA Urges Residents to Avoid Planting ‘China Seeds’ Seeds of unknown origin pose serious threats to agriculture and the environment, officials sayDavid Miller, a soybean farmer from Iowa, said farmers like him are taking this seriously.  “Well, if you ordered them, it’s one thing. If they came unsolicited, I think it’s concerning. You don’t know what these seeds are, and from whom, you don’t know if they contain or carry seed diseases, insect and all sorts of things can come in,” Miller told VOA.  Brushing scam?  Although investigators are still looking into the suspicious mailings, the USDA and Better Business Bureau said it appears to bear the hallmarks of an international “brushing scam.”  According to the BBB, a brushing scam starts with a company sending a consumer an unsolicited order or merchandise. The company then uses the consumer’s information and address to write a fake review for the company to boost its online reputation.   “A fake, positive review improves their products’ ratings, which means more sales for them. The payoff is highly profitable from their perspective,” the BBB wrote in a newsletter.  Most of the sellers involved are foreign third-party vendors on Amazon. According to Liz Johnson, an identity protection specialist and owner of Digital Bodyguard Co. LLC, brush scams are the new identity theft scam individuals should be on the lookout for.  “Once a package has been received, the sender gets a notification. This lets the criminal know that not only do you have an Amazon account but that I can easily locate, find and take over your Amazon account by doing a simple search to get your email address,” Johnson said.  She added that the worst part about brushing scams is that the individual receiving the merchandise has no idea or way to verify that they have not been tampered with. Even more so, individuals receiving these packages have no way to stop the services.   BBB says the fact that a scammer was able to send items to a person indicates they have some of that person’s Amazon account information, such as a name, address, and possibly a phone number or password.  According to the consumer protection agency, anyone who receives unsolicited packages should change their Amazon password and monitor their credit report and bank accounts.  Amazon did not respond to VOA’s request for comment.  In a previous statement regarding brushing scams, the internet giant said they investigate every report of customers receiving unsolicited packages and ban all vendors and reviewers who abuse the reviews system.

Somali Livestock Traders Count Losses After Hajj Cancellation Due to COVID-19

Somalia’s livestock industry has been reeling since Saudi Arabia canceled the hajj, the Muslim pilgrimage to Mecca, because of COVID-19.  Somalia earns the majority of its export earnings from livestock, and it normally sells millions of cattle and goats to Saudi Arabia to feed pilgrims at the hajj.Hassan Farah, a livestock trader in southern Somalia, typically would be a busy man at this time of year, loading ships bound for Persian Gulf countries with livestock. But this year, he said, the coronavirus has destroyed his business.Farah, 42, said that before the virus struck, “we used to export livestock. We used to get our livelihood. Then the virus came, and everything we are doing came to a stop. Here in Lower Juba, we would export livestock two, three times a month, but now we export once every three months.”According to a 2019 Veterinary Medicine and Science report, Saudi Arabia imports upward of 3 million goats, sheep, cattle and camels during the hajj season. Somali traders supply a large number of the animals.
 
Khalid Saeed, a livestock coordinator for the U.N. Food and Agriculture Organization in Somalia, said that despite the virus and restrictions, Somali traders were able to export at least 1.3 million animals in four months this year. He said that from April to the end of July, the value of animals exported to the Middle East would be about $90 million to $95 million.However, Abdiaziz Bashir Adan, Kismayo livestock director, said that was a low number compared with figures from previous years.He said livestock traders target a time like this during the hajj period, and that the cancellation of the pilgrimage had made the situation worse, hurting prices.  For example, he said, a goat that was going for $70 to $80 now was being sold for $50 and the cancellation of the pilgrimage was to blame.According to the World Bank, Somalia has an estimated 53 million head of livestock, which account for about 75 percent of Somalia’s exports.The pandemic has left tens of thousands of families without an income and little hope of making a living unless COVID-19 is brought under control.

South Sudan Judge Seeks Reinstatement After Court Ruling Against President Kiir

A former South Sudanese Judge says he and 14 other judges should be reinstated immediately after an East African court ruled President Salva Kiir illegally fired them three years ago.Former South Sudan Court of Appeals Judge Malek Mathiang Malek said he is grateful the East African Court of Justice ruled in his favor. President Kiir fired Malek and 14 colleagues in 2017 after they went on strike to demand better working conditions.“It has done justice for me and not only for me but also for other South Sudanese judges who were dismissed and … all South Sudanese because you know, South Sudanese are after one thing, the rule of law,” Malek told VOA’s South Sudan in Focus.Malek said he was forced to seek justice outside the country since the illegal act was carried out by the president of South Sudan.“The administration of justice is supposed to be done at home not abroad. But because of the situation, if I had opened this case in Juba, was it going to come out and if it was going to come out, how was it going to be?” said Malek.Government accepts ruling, official says South Sudan’s Justice and Constitutional Affairs Minister Reuben Madol Arol said the government accepts last Friday’s ruling by the East African Court of Justice, an Arusha-based body of the East African Community.“We have officially been notified of the ruling of the court, which as you say is to the effect that the president violated the constitution of the Republic of South Sudan as well as the treaty of East African Community members. We accept the ruling of the court which is by way of declaration. The court has declared the decree that was issued for the dismissal of the judges to be unconstitutional. That is a court ruling, we accept it, and we abide by it,” Arol told VOA.However, the minister refused to say when the South Sudanese government would implement the judgement or whether the judges would return to the bench.“We are still working on what sort of implementation of the decree will be here. What happens to the judges, I cannot tell you now,” said Arol.Under normal circumstances, Malek said, judges would be reinstated immediately after such a ruling, but said he doubts that will happen in South Sudan.“My assumption is that the government of South Sudan will not accept because these people are not for the rule of law. They are just for the rule of their own. So, they will simply refuse to reinstate the judges. And if they don’t, it will not be good for them politically. They have already been condemned that they violated the constitution of South Sudan,” said Malek.The East African court also ordered the government of South Sudan to compensate Malek for money he spent pursuing the case in Tanzania, an amount which Malek declined to specify.’High level of incompetence’Issa Muzamil, a legal advocate and expert on South Sudan and East African law, said there was a “high level of incompetence” on the part of President Kiir’s legal team.“If the decision he took was not well taken, then it shows those who were close to him were very incompetent and this is a chance for him to put things right,” Muzamil told South Sudan in Focus.Arol said according to the East African court ruling, the fired judges must be compensated.“What is to be done is to just make the correction so that the situation is brought back to where it agrees with the constitution of the country, that is all. And everybody has a right to seek that redress, where before the court of South Sudan or in this case before the East African Court of Justice,” Arol told VOA.

Rwanda Genocide Suspect in France Denies Allegations, Lawyer Says

A lawyer for an alleged Rwandan ex-spy chief living in France says his client denies allegations that he was involved in Rwanda’s 1994 genocide.  Aloys Ntiwiragabo is now under investigation by French prosecutors.In an interview with VOA, lawyer Benjamin Chouai said his client Aloys Ntiwiragabo has been living in France for years.One of two lawyers defending Ntiwiragabo, Chouai said French authorities have been fully aware of his client’s whereabouts, since Ntiwiragabo applied for legal status here.French judicial authorities said Saturday they had opened a crimes against humanity probe targeting Ntiwiragabo.The move followed a report by investigative news site Mediapart, which tracked the former intelligence chief and his wife to a suburb of Orleans, about 110 kilometers south of Paris.The former International Criminal Tribunal for Rwanda, or ICTR, once identified Ntiwiragabo as one of the architects of the Rwandan genocide that killed about 800,000 people.But, the AFP news agency reports the ICTR, now succeeded by another mechanism, had long ago dropped an arrest warrant against Ntiwiragabo, as did French and Rwandan authorities.Reports suggest investigators seem to have lost track of him years ago.Lawyer Chouai said his client was not in hiding.He said Ntiwiragabo never hid his real identity in France, and is available now to answer investigators’ questions. His client strongly contests the Mediapart report, Chouai says, and insists he played no role in the genocide.Radio France International reports Ntiwiragabo remained in Rwanda’s military during the genocide but at least initially sided against a key organizer of the killings.Ntiwiragabo also authored a 2018 book offering his version of the broader 1990s Great Lakes conflict, through French publishing house Editions Scribe.The French probe into his actions follows the May arrest in France of another major genocide suspect. Felicien Kabuga was accused of bankrolling the genocide. The 84-year-old had been hiding for years outside Paris and is now appealing his transfer to Arusha, Tanzania to face trial.Alain Gauthier, who heads a French genocide survivors’ group, estimates several dozen other suspects remain at large in France. He denounces the slowness of France’s judicial system.Other alleged suspects include Agathe Habyarimana, widow of the former Rwandan president, whose death helped trigger the genocide. She lives outside of Paris.

Trump Again Touts Discredited Anti-Malaria Drug as Coronavirus Cure

U.S. President Donald Trump again touted the use of an anti-malarial drug as a treatment for the coronavirus Wednesday, even as the country’s top infectious disease expert debunked it as a cure for the illness.“I happen to believe in hydroxychloroquine,” Trump told reporters at the White House. “I used it. Many, many people agree with me.”The country’s Food and Drug Administration, or FDA, recently withdrew an order allowing the drug’s use as an emergency treatment for COVID-19, the disease caused by the virus. He said there are five things that anybody can do that he believes can prevent a resurgence of the virus. He said, “Wearing of masks. Avoid crowds and congregations of people. Stay physically distant, 10 feet. Close the bars. That’s where a lot of the transmission takes place, and practice personal hygiene like washing your hands.”More than 4.3 million people in the U.S. have been infected by the coronavirus and the death toll is nearing 150,000, with both figures the highest national totals across the globe.

US Federal Agents Agree to Leave Portland, With Conditions

The U.S. government says it will withdraw the federal tactical teams that have clashed with protesters in Portland, Oregon, beginning Thursday provided they are confident of an end to the violence and vandalism that have accompanied weeks of protests in the Pacific Coast city.
 
Oregon Gov. Kate Brown made no mention of the conditions in her own announcement of the agreement reached Wednesday. “Our local Oregon State Police will be downtown to protect free speech and keep the peace,” she wrote on her Twitter account.
 
Declaring that the agreement followed discussions involving Vice President Mike Pence and other federal officials, she said, “Let’s center the Black Lives Matter movement’s demands for racial justice and police accountability. It’s time for bold action to reform police practices.”Our local Oregon State Police officers will be downtown to protect Oregonians’ right to free speech and keep the peace. But he said they would proceed with the withdrawal of security personnel only if officials are confident that federal properties will no longer come under attack.
 
The federal forces were sent to Oregon’s largest city to protect a federal courthouse after weeks of demonstrations, some turning violent, sparked by the death of George Floyd in police custody in Minneapolis.  
Over time the protests escalated with some demonstrators targeting the courthouse with rocks, fireworks and laser pointers. Federal agents responded with tear gas, batons, and arrests.
 
Earlier Wednesday, U.S President Donald Trump praised the federal agents in Portland and insisted they would not leave until local authorities “secured their city.”

US Treasury to Recommend Options to Trump About Tik Tok

The Chinese-owned app TikTok is under a security review by the U.S. government, which will make a recommendation on the matter to President Donald Trump next week, according to Treasury Secretary Steve Mnuchin.Trump said Wednesday, “we are thinking about making a decision” about TikTok.The video-sharing social media app, is extremely popular in both the US. and around the world. It has already been downloaded 2 billion times worldwide and 165 million of those downloads were in the U.S.The app features not only entertainment videos, but also debates and takes positions on political issues, such as racial justice and the upcoming U.S. presidential election.TikTok to Exit Hong Kong Market Over New National Security Law Decision by Chinese-based app follows decisions by Facebook, Google and Twitter to briefly suspend review of Beijing requests for user data in semi-autonomous city U.S. officials are concerned that TikTok may pose a security threat, fearing that the company might share its user data with China’s government. However, TikTok’s parent company, ByteDance, has said it does not share user data with the Chinese government and maintains that it only stores U.S. user data in the U.S. and Singapore. TikTok also recently chose former Disney executive Kevin Mayer as its chief executive in a move seen as an effort to distance itself from Beijing.Mnuchin said that the U.S. government’s Committee on Foreign Investment (CFIUS), an interagency group led by the Treasury Department, will be looking into TikTok. CFIUS’ job is to oversee foreign investments and assess them for potential national security risks.CFIUS has the ability to force companies to cancel deals or put in place other measures it deems necessary for national security.

Zimbabwe Signs $3.5B Compensation Deal With White Farmers

Zimbabwe’s government signed a $3.5 billion agreement Wednesday to compensate white farmers displaced during a sometimes-violent land redistribution program two decades ago. The government hopes the deal will attract foreign investment to improve the battered economy, but the country will have to issue long-term bonds and get help from donors to raise the money for the compensation.Andrew Pascoe, the president of the Commercial Farmers Union of Zimbabwe, said the agreement he signed with President Emmerson Mnangagwa at the State House will bring relief to members who were driven off their farms in the early 2000s. “After almost 20 years of conflict over the land issue, representatives of farmers who lost their land through the fast track reform program and representatives of government have been able to come together to see a resolution of this conflict,” Pascoe said. “To me this is nothing short of a miracle.”  Mnangagwa said he hoped the agreement would make investors and critics of his government believe that Zimbabwe respects the constitution.  However, he ruled out compensating for the actual land taken from the whites and given to peasant farmers. “With regards to the land compensation agreement signed today, my administration reaffirms that the government of Zimbabwe does not have any obligation for compensation for acquired land,” he said. “The constitution bids us to compensate [for] all the improvements on land.”      By improvements, the president means structures such as dams and buildings that the white commercial farmers made on the land.  The 77-year-old leader said he hopes that with the land issue solved, all resettled farmers will focus on increasing production so that Zimbabwe can regain its position as the breadbasket of southern Africa and revive the moribund economy. FILE – Economist John Robertson attends an event in Harare, in March 2020. (Columbus Mavhunga/VOA)However, John Robertson, an independent economist, said the cash-strapped government still has a lot to do before the land compensation issue can go away.  “The money is not yet available,” he said. “Even though they signed an agreement, it doesn’t mean the money is now going to be distributed. Now that they have signed an agreement, they are going to use that agreement – no doubt – they are going to use that signature as a way to raise the money.” Robertson suggested one way to raise the money would be to put the land back on the market, so it can be bought and sold. Currently, the government claims ownership of all the land. Under the late Robert Mugabe, Zimbabwe’s government ruled out giving back land to white commercial farmers, saying they grabbed it from black people during the colonial era.  When the land was redistributed, farm production plunged, sending Zimbabwe’s economy into a tailspin from which is has yet to recover.

Japan Reaches 1,000 Daily COVID-19 Cases for 1st Time

Japan confirmed Wednesday a new daily record for COVID-19 infections, topping more than 1,000 cases for the first time since the pandemic began.  Japanese broadcaster NHK reports the daily total surpasses 1,200 cases, but the exact number of new cases could not be verified.  The record single-day number of cases was based on information given by local authorities and came as after districts with huge urban populations other than Tokyo, including Aichi and Osaka, reported their highest numbers of infections.Officials in the western prefecture of Osaka reported 221, the first time the daily infection figure has surpassed 200.Osaka Governor Yoshimura Hirofumi said, “Considering the positive rate in virus tests is as high as 10 percent, I think the number of infections will increase further.”The central prefecture of Aichi reported 167 infections. Okinawa, in the south, registered a record figure for the third day in a row. The number is relatively low at 44 — but it’s more than double Tuesday’s daily tally. Figures do not include cases linked to U.S. military bases in the prefecture.Out of Japan’s 47 prefectures, Iwate was the only one that had no confirmed infections. But that changed on Wednesday when it reported two cases.At a Tokyo news conference earlier in the day, Japan Chief Cabinet Secretary Yoshihide Suga said some prefectures are facing a shortage of accommodations, such as hotels, to house and treat patients with mild symptoms of COVID-19. He said the government was prepared to help districts that need it.Suga also blamed the recent surges on “clusters” of infections — groups of people all getting infected in one location or situation because they were not maintaining social distancing. He said as of Tuesday, 550 such clusters had been identified nationwide.

Вже понад рік олександр куницький, або так званий слуга зеленого карлика, мав би діяти в інтересах громади, яка його обрала. Та, як ми виявили, схоже, куницький вирішив, всупереч закону, скористатися ним у приватних інтересах.

Зібрані журналістами факти та документи свідчать про те, що він займається операційною діяльністю приватного бізнесу та його просуванням, в тому числі просто в стінах парламенту. Йдеться про «Автоентерпрайз» – групу приватних компаній, що займаються імпортом електрокарів з-за кордону та виготовленням і встановленням зарядних станцій для них.

А також, як ми з’ясували, будучи членом правоохоронного комітету – ініціює кримінальні провадження проти силовиків, які взялися розслідувати можливі фінансові махінації, використовуючи для цього депутатський мандат та владні інструменти, надані депутату для роботи в інтересах усього суспільства, а не конкретного бізнесу. На думку антикорупційних юристів, такі дії «слуги зеленого карлика» варто розглядати як «зловживання владою депутата».

US Attorney Urges New Mexico City to Embrace Surge in Federal Agents

U.S. Attorney John C. Anderson is defending a decision to deploy 35 more federal agents to Albuquerque to address violent crime, urging the city’s Democratic mayor to embrace the effort.
A letter to the mayor Tuesday reiterated that the new agents will conduct “classic crime fighting” activities by augmenting existing federal task forces in Albuquerque.
President Donald Trump and U.S. Attorney General William Barr announced last week the new law enforcement deployment, with assurances it would not involve agents in tactical gear like those used to confront protesters in Portland, Oregon, where demonstrations have spiraled into violence. The plan was greeted warily by New Mexico Gov. Michelle Lujan Grisham, who said agents should be monitored to avoid civil rights violations.
Among Albuquerque Mayor Tim Keller’s demands was a call for federal agents to be readily identifiable when making arrests and equipped with body-worn cameras.
Anderson suggested that would undermine the effectiveness of undercover agents.
“Many of the law enforcement operations that federal agents carry out in Albuquerque are successful precisely because they are undercover operations,” Anderson said.
Anderson also challenged assertions by Keller’s administration that pledged federal aid for local policing has not been delivered. Anderson said he has implored the city to take the necessary formal steps to accept an available $10 million grant award for community-oriented policing.
“The ball has very much been in the city’s court for more than a month,” he wrote.
Trump says he wants to combat rising crime in cities including Chicago and Albuquerque as he runs for reelection under a “law-and-order” mantle, painting the Democrat-led cities as out of control.
Anderson emphasized high crime rates in Albuquerque, while acknowledging that 2020 crime statistics from the FBI are not yet available.

Pence Visits North Carolina School to Push Nationwide In-Person Classes

With many U.S. schools weeks away from the planned start of a new academic year, Vice President Mike Pence is traveling Wednesday to the state of North Carolina to push the Trump administration’s preference for in-person classes, while leaders in that state and others advocate giving local districts more options due to the coronavirus pandemic.Pence’s office said he would be visiting a private school outside of Raleigh that resumed in-person classes last week with about 300 students, and that he would take part in a roundtable discussion about the school’s safety plan.”Opening up our schools again is the best thing for our kids,” Pence said last week during a visit to Indiana.  “It’s also the best thing for working families.”Some of the largest school systems in the nation, including those in Los Angeles, Atlanta and Houston, have already announced they will begin the academic year with only online classes.According to an Associated Press-NORC Center for Public Affairs Research poll conducted earlier this month, 8% of Americans back schools opening as usual, while 46% said they should open with major adjustments and 31% responded that in-person classes should not be held at all.Some 55% of respondents said they were very or extremely concerned about their child falling behind academically.The American Federation of Teachers, a union representing 1.7 million school employees, said Tuesday it would support any local chapter that decides to go on strike in objection to a district’s school reopening plan.The Centers for Disease Control and Prevention is advising school districts to monitor local levels of coronavirus spread to help determine what is appropriate.In places where the spread is minimal to moderate, the agency recommends social distancing, increased cleaning and that students and staff wear masks.  In areas where the spread of the virus is substantial, the CDC says leaders should consider closing schools.For schools that do have students learning in classrooms, the guidelines suggest additional strategies, such as the idea of “cohorting” or grouping together students who only interact with each other instead of mixing throughout the school.   That could involve a class of students who stay in a room while different teachers rotate to teach different subjects, or a system where certain groups only attend in-person classes on certain days of the week.North Carolina Governor Roy Cooper announced July 14 that school systems may choose to offer only online learning, while outlining safety protocols for those districts that opt to have students in classrooms.  Those measures include limiting the number of students allowed in the building, requiring frequent hand-washing, banning large group activities, and advising that hallways and doors be designated for use in one direction only.

Greece to Return 1.4B Euros to Pensioners Hit During Debt Crisis

Greece will this year return 1.4 billion euros to pensioners whose income was slashed during the financial crisis of the past decade, the country’s prime minister said on Wednesday. Prime Minister Kyriakos Mitsotakis’ conservative government made the decision following a top court ruling which said that some pension cuts imposed in 2015-2016 were illegal. Mitsotakis said the one-off payment applies only to main pensions — not supplementary pensions or benefits. The money will be distributed to about 2 million private and public sector pensioners, a government official said. The decision is expected to burden this year’s budget. Greece’s economy is seen shrinking by up to 10 percent this year due a nationwide lockdown the government imposed to contain the spread of the coronavirus. “This particular cost touches the limits of the country’s fiscal potential,” Mitsotakis told lawmakers. “There is no room for further provisions.” Under the terms of three international bailouts in 2010-2015, Greece cut state pensions several times to reduce spending and make the system viable. The country still has the highest debt-to-GDP ratio in the eurozone and the health pandemic dashed its hopes for strong growth this year. Its finances are being closely monitored by the country’s international lenders, the European Union and the IMF.
