US Judge Wants Clarity on Roger Stone Prison Commutation 

A U.S. judge in Washington on Monday ordered the government to explain the scope of President Donald Trump’s commutation of the 40-month prison sentence she had imposed on his friend Roger Stone for political corruption.Judge Amy Berman Jackson ordered the parties in the case to produce Trump’s executive order by Tuesday which he signed late last week to keep the 67-year-old Stone from being required to report to prison on Tuesday.Berman said she wants to see whether the commutation also covered a provision requiring Stone to report for two years of supervised probation after what would have been his term in prison.White House spokeswoman Kayleigh McEnany told reporters she did not “have the exact details” of Trump’s commutation of Stone’s sentence.But she called it “a very important moment for justice in this country” and served to correct what she called the “wrongdoing” of law enforcement officials who pursued prosecution of Stone.President Donald Trump listens during a meeting with Hispanic leaders in the Cabinet Room of the White House, July 9, 2020, in Washington.The commutation Trump granted Stone, a longtime political adviser, freed him from the prison term but did not wipe out his underlying convictions on seven charges, including witness tampering and lying to federal authorities linked to the lengthy investigation of Russian interference in the 2016 presidential election won by Trump. Trump, who long has dismissed allegations that Russia helped him win as “fake news,” said he commuted Stone’s sentence because Stone had been “treated very unfairly.” The president blamed the jury forewoman and Jackson, saying Stone “should have had another trial.” Prominent U.S. political figures have condemned Trump’s commutation of Stone’s prison sentence, saying it was a perversion of American justice. House Intelligence Committee chairman Adam Schiff, who oversaw impeachment proceedings against Trump late last year, said Trump’s decision “is basically saying through this commutation, ‘If you lie for me, if you cover up for me, if you have my back, then I will make sure that you get a get-out-of-jail-free card.’” “Other Americans? Many of those granted by Trump have been to his political supporters or suggested by people he knows, rather than being processed through normal pardon procedures overseen by the U.S. Justice Department.  At the same points in their presidencies, 3½ years after taking office, Trump’s six predecessors acted on hundreds or thousands of petitions for clemency.

South Africa Bans Alcohol Sales, Sets Curfew Trying to Suppress Virus Spread

Coronavirus is spreading rapidly in South Africa, a development that has prompted officials to announce a host of new measures and restrictions. The country now accounts for about 40% of all coronavirus cases on the African continent, and the virus is spreading rapidly.On Sunday, a visibly irate President Cyril Ramaphosa addressed his people, begging them to adhere to rules meant to limit in-person contact – and, critically, banning all alcohol sales and imposing a national curfew.Nearly four months ago, Ramaphosa announced a state of disaster and placed South Africa into one of the world’s most restrictive lockdowns, with temporary bans on alcohol and tobacco, and strict measures curbing movement and travel. FILE – South African President Cyril Ramaphosa visits a COVID-19 treatment facility in Johannesburg, South Africa, April 24, 2020.Now, 18 weeks after the virus hit South African shores, the normally calm president addressed his nation with a stern countenance:  
 
“There are some amongst us who continue [to] ignore the regulations that have been passed to combat the disease. They also act without any responsibility to respect and protect each other. In the midst of our national effort to fight against this virus, a number of people have taken to organizing parties, who have drinking sprees, and some who walk in crowded spaces without the protection of masks,” he said.
 
Ramaphosa blamed the sale of alcohol for much of the status quo, announcing a total ban and curfew.
 
“The sale, the dispensing and the distribution of alcohol will be suspended with immediate effect.  There is now clear evidence that the resumption of alcohol sales has resulted in substantial pressure being put on hospitals, including trauma and ICU units …. Most of these occur at night. Therefore, as an additional measure to reduce the pressure on hospitals, a curfew will be put in place between the hours of 9 pm and 4 am,” Ramaphosa said.FILE – COVID-19 patients are being treated with oxygen at a hospital in Pretoria, South Africa, July 10, 2020.Health department data support the dangers posed by alcohol consumption in South Africa, with Health Minister Zweli Mkhize linking the alcohol ban to a decrease in motor accidents and stabbings.  Nevertheless, as Monday dawned, Ramaphosa was hit with swift political blowback. In a statement, opposition leader John Steenhuisen said the ban and curfew “distract from the real issue: the utter failure to build treatment and testing capacity.”  Alcohol industry associations also weighed in, complaining they were given no advance notice about the sudden prohibition and warning that the industry’s one million workers could suffer.
 
For Johannesburg wine shop owner Jonah Naidoo, Monday morning was a rude awakening. His small boutique wine shop already suffered a major hit during the first two months of the lockdown, when it was completely shuttered. His shop will faithfully follow the new restrictions, he says — but the prohibition raises some serious questions about how — and whether — he can stay afloat.   “It was a wake-up to a hard, hard cold reality of ‘how do we kick-start again? What do we say to the staff? How do we use the staff over this time? How do we keep them busy?’ Those are the big questions on our minds,” Naidoo said.And, he argued the ability to purchase alcohol legally deters from it being sold illicitly.Anecdotal research shows that illicit sales boomed during the initial two-month lockdown, and hospital administrators noted a rise in hospitalizations and deaths from home-brewed alcohol.  With nearly 280,000 cases — and more than 10,000 new cases a day — everyone agrees: these are tough times in the Rainbow Nation. That’s something Ramaphosa acknowledged at the end of his speech: “We will weather this storm,” he said. “We shall overcome.”

Uganda’s Health Minister Criticized for Not Wearing Mask in Public

Uganda’s Health Minister Dr. Jane Aceng finds herself a subject of controversy these days, after videos of her meeting with supporters without her mask on were made public.Another video shows the minister, who is seeking a parliament seat in northern Uganda, taking part in a political procession and not practicing distancing. Minister Aceng has spearheaded the fight against COVID-19 in Uganda, earning her the nickname Mama Corona.  Public service announcements of her urging people to wear masks and maintain social distance are aired on local media. Peter Magelah, a human rights lawyer with local NGO Chapter Four, said the minister should have adhered to her own guidelines given that some Ugandans think the virus is not real and is being used to achieve political gains. “People have been arrested, people have been shot and killed, for not following guidelines issued and signed by her. However, that should not be an excuse for Ugandans to use doctor as an example to abandon the guidelines put in place,” said Nabakooba. In a statement, Minister Aceng explains that she was not holding a political rally as claimed but was distributing mosquito nets and face masks.She said supporters rushed forward to meet her, and “were difficult to control” as many wanted to get masks or take pictures with her.The minister said she is aware of the rules and regulations the government put in place to stop COVID-19 and is urging Ugandans to adhere to them.

North Macedonia: Ballot Boxes Carried to Quarantined Homes

Election officials in North Macedonia carried ballot boxes to the homes of voters suffering from COVID-19 or in quarantine Monday, at the start of three days of voting in a general election that was delayed for months by the pandemic. Wearing white coveralls and other protective gear, the officials were visiting the homes of some 700 people who registered to vote in the pandemic but were unable to travel to polling stations. It is the first time elections have been held on a weekday, with the date set after the original April 12 vote was postponed due to the pandemic.After the delays, special provisions were made for those quarantined due to the virus. Of the roughly 5,000 people quarantined, just over 700 have registered to vote. Prison inmates, the elderly and the ill vote on Tuesday before the polls open Wednesday.  North Macedonia is holding its first parliamentary election under its new country name, with voters heading to the polls during an alarming spike of coronavirus cases in this small Balkan nation.The country has been run by a caretaker government since January following the resignation of Prime Minister Zoran Zaev after the European Union failed to set a date for North Macedonia to begin accession talks. Parliament elected a temporary government consisting of members of both main parties, with the sole aim of organizing the election.  Opinion polls in the run-up to Wednesday’s vote indicate a close race between coalitions led by the former governing Social Democrats and the center-right opposition VMRO-DPMNE party. The opposition is eager to return to power after losing the last election in 2016 following a decade running the country.Due to the coronavirus outbreak, the Social Democrat-led coalition “Mozeme” (We Can) and the VMRO-led coalition “Obnova” (Renewal) are campaigning mostly through small gatherings and video messages.The caretaker government handled the coronavirus outbreak relatively well until May, imposing a lockdown that kept the number of infections and deaths low. But after authorities eased restrictions and opened the borders, North Macedonia saw an increase in new cases and deaths that have placed it among the most badly affected European nations in terms of the number of deaths and confirmed cases per capita.With more than 8,000 infected people and about 380 deaths in this country of around 2 million people by Sunday, the pandemic and its devastating economic consequences have become the main election issue. The opposition accuses Zaev’s party of being unable to deal with the outbreak or pull the country out of recession.North Macedonia is one of the poorest countries in Europe with a per-capita GDP of about $6,100. About a half of its 2 million people live on the brink of poverty.Polls suggest neither party will win the 61 seats needed in the 120-member parliament to be able to govern alone, meaning a coalition government with a smaller ethnic Albanian party is likely. A total of 15 parties and coalitions are running.Zaev, the Social Democrat leader, has touted his success in securing the country’s NATO membership after sealing a historic 2017 deal with neighboring Greece over the country’s name. Greece had been blocking the country’s NATO accession for three decades, objecting to the use of the name “Macedonia” which it said harbored expansionist claims on its own province of the same name.Zaev also signed a friendship deal with Bulgaria, part of a push to resolve issues with neighboring countries and prepare for EU membership.  The Social Democrats beat the populist conservative VMRO-DPMNE party in 2016 after a decade of autocratic rule by its then-leader Nikola Gruevski, who fled to Hungary to avoid serving a two-year jail sentence for abuse of power and corruption. Hungary granted him political asylum and North Macedonia is seeking his extradition.Gruevski’s successor, Hristijan Mickoski, moved VMRO-DPMNE toward the center-right and is appealing to voters disappointed with the country’s name change and the deal with Bulgaria. He also accuses the Social Democrats of corruption, influencing the judiciary, nepotism and destroying the economy.”These are elections when we decide on the future of our families, elections in which we need to make our ancestors proud,” Mickoski said during a recent television debate with Zaev. “The choice now on July 15 is between injustice, humiliation, and on the other hand justice and dignity.”The Social Democrats point to their success in achieving NATO membership and promise EU accession and a revival of the economy with billions in foreign investments.  “We have proved that North Macedonia could be a friend with everybody, made smart deals that brought the country into NATO and enabled a green light for the start of accession talks with the EU after 15 years,” Zaev said.If neither party wins enough seats to form a government, the largest ethnic Albanian party, the Democratic Union for Integration, or DUI, is the most likely coalition partner.  DUI has been in coalition governments for the past 18 years, and now says it is “high time” for an ethnic Albanian to head the government.Its slogan “Pse Jo?” (Why not?) was chosen to challenge the last “remaining ethnic taboo” of an ethnic Albanian being named prime minister. DUI has already chosen a long-retired politician for the post.Ethnic Albanians make up about a quarter of North Macedonia’s population. They took up arms against government forces in 2001, and the six-month conflict ended with a Western-brokered deal granting them greater minority rights, including making Albanian the country’s second official language.  Both main parties have rejected DUI’s idea.Over 1.8 million people are eligible to vote at nearly 3,500 polling stations. About 2,000 domestic and 130 international observers will monitor the process.Masks are compulsory during voting, and a two-meter distance must be kept from election officials. Authorities are assuring voters the process will not endanger their health.

US Set for First Federal Execution in 17 Years

The U.S. federal government is set to execute an inmate for the first time in 17 years, after a federal appeals court ruling on the matter Sunday.
 
Daniel Lewis Lee, a member of a white supremacist group from Yukon, Oklahoma, was convicted of murdering a family of three, including an 8-year-old girl in 1996.
 
Sunday’s decision follows a string of appeals, during which even the family of the victims opposed the execution.
 
Lee’s family had filed an appeal saying that traveling thousands of kilometers to witness the execution in a small room where social distancing is not possible would put them at risk of contracting the novel coronavirus.
 
Lee is scheduled to die by lethal injection at 4pm local time on Monday at a federal prison in Indiana.
 
Last month, he U.S. Supreme Court on Monday denied a legal challenge to a new lethal injection protocol proposed for federal executions, clearing the way for the Trump administration to resume executing federal death row inmates for the first time in nearly two decades.

British PM Johnson Urges People to Wear Face Masks Indoors

British Prime Minister Boris Johnson said Monday it was important to wear face coverings in confined spaces such as shops and added that the government would be making an announcement in the coming days on possible steps to make them mandatory.Critics have accused Johnson’s government of failing to offer clarity on the mask issue in the days since he began backtracking on previous advice suggesting such coverings were not necessary.But Johnson says the scientific research is now showing that masks help stop the transmission of COVID-19. Talking to reporters Monday, during a visit to the London Ambulance Service, Johnson said “Just to be absolutely clear, face coverings do have a real value in confined spaces, and I do think the public understand that.”When pressed on whether it should be mandatory, Johnson said “we will be looking at the guidance, we will be saying a little bit more in the next few days.”He said he wants to see people who have been working at home for a long time talking to their employers about coming back to work “in a safe way.”Johnson also suggested British citizens plan “staycations” and take their holidays in the country rather than going overseas. He said he plans to stay within Britain when he takes time off but would not say where he was going.

New COVID Cases Complicate US Military Missions in Japan, South Korea

The U.S. inability to contain the coronavirus at home is beginning to have a bigger impact on U.S. military missions overseas, some analysts warned Monday, as infections among American service members surge in Japan and South Korea.  
 
Japanese officials in Okinawa prefecture on Sunday said more than 60 coronavirus cases have been reported at two U.S. Marine bases over the past week, including Marine Corps Air Station Futenma and Camp Hansen. On Monday, Japan’s Asahi Shimbunreported 32 more cases at the Futenma base.  
 
In response, the U.S. military placed Marines, their families, and contractors in Okinawa on lockdown, severely restricting their off-base access.In light of recent clusters of positive COVID-19 cases on Okinawa, Marine Forces Japan has implemented additional HPCON measures to limit the spread of the novel coronavirus. These measures have been put into place to protect our forces, our families, and our local communities. pic.twitter.com/2uq9SzSNB0— III MEF Marines (@IIIMEF) July 11, 2020At a press conference Sunday, Okinawa Governor Denny Tamaki said he was “shocked” at the new infections and that he has “strong doubts” about measures taken by the U.S. military to prevent the spread of the virus.
 
It’s not clear where the Okinawa cases originated, but the Kyodo news agency reported the U.S. Marine Corps had experienced two “localized clusters” of individuals who tested positive.
 Arrivals from US
 
The outbreak among U.S. service members in South Korea appears more contained, stemming mainly from recent arrivals of troops from the United States.
 
Over the past two weeks, at least 34 service members or affiliated individuals have tested positive after arriving in South Korea from the United States, according to statements from the U.S. military in South Korea.  
Four others during that period have tested positive after arriving from elsewhere, including Europe and Japan, the statements said.
 
That is a sharp increase from previous months, when the U.S. military in South Korea reported only a slow trickle of new cases.
 Missions complicated?
 
The infections create a precarious situation for South Korea and Japan, which have had relative success in containing the coronavirus.  
 
Japan has reported under 1,000 virus-related deaths, while South Korea has seen fewer than 300. The United States, meanwhile, has reported almost 135,000 deaths.
 
With U.S. coronavirus cases and deaths continuing to soar, some analysts warn that Washington’s inability to control the virus is complicating U.S. missions in Japan and South Korea, which host nearly 80,000 U.S. troops and serve as the bedrock for the U.S.-led security order in East Asia.FILE – U.S. Army and South Korean soldiers take their positions during a live-fire exercise as a part of the annual joint military exercises, at the Rodriquez Multi-Purpose Range Complex in Pocheon, South Korea, March 25, 2015.”Washington’s poor public health policy and inability to contain the spread of COVID-19 has affected military readiness,” says Daniel Pinkston, a former Air Force linguist who now teaches international relations at Troy University in Seoul. COVID-19 is the disease caused by the coronavirus.
 
“Infection within the U.S. military…could affect combined training with allies as well as the ability of the U.S. to fulfill its alliance commitments,” he added. “This can reduce the confidence of allies and lead to miscalculation by adversaries.”
 
In a statement, U.S. Forces Korea (USFK) said it remains “at a high level of readiness with less than 1% of its active duty service members who are currently confirmed positive for COVID-19.”  
 
The USFK statement also highlighted its safety precautions:
 
Upon arrival in South Korea, all U.S. troops and affiliated individuals are required to undergo COVID-19 testing and must enter quarantine or isolation for 14 days depending on the result. They must then test negative at least once before being released.
 Military drills: delayed again?
 
The new infections are raising the possibility the U.S. and South Korea will not be able to conduct an annual military exercise.
 
Last week, South Korea’s Yonhap news agency reported both countries appear increasingly likely to scale back or cancel the drills.
 
The U.S. and South Korea already canceled a major joint military exercise earlier this year.  
 
Canceling or modifying the drills again could have a “serious impact” on the combined defense posture, says retired South Korean lieutenant general Chun In-bum.   
 
“The exercises are quite important. They only occur twice a year. This spring’s exercise was canceled in February, when South Korea was experiencing one of the world’s first major outbreaks.
 
Within weeks, South Korea had contained the virus, thanks to its strategy of widespread testing, data-driven contact tracing, and quick isolation of those impacted.  
 
The U.S. military in South Korea, too, has been praised for its quick and effective response to the virus.  
 More concern in South Korea
 
But as the world’s coronavirus hotspot has shifted to the United States, some South Koreans have become more concerned.
 
During a briefing Sunday, South Korean Prime Minister Chung Sye-kyun said he was worried about the increase in USFK cases, calling on South Korean authorities to work with U.S. officials to strengthen quarantine measures.  
 
“Residents of Pyeongtaek, where USFK is located, have already expressed concerns and complaints several times about being exposed to the virus,” says Ki Mo-ran, an epidemiologist who has advised the South Korean government on its coronavirus response.  
 
“If our soldiers make contact with [U.S. soldiers], there is a high risk that the number of infections in our military will increase as well,” she told VOA.
 
David Maxwell, who specializes in the U.S.-South Korea military relationship at the Washington-based Foundation for Defense of Democracies, says he would not be surprised if the coming exercise is postponed.  
 
“Yes, we need to train,” Maxwell said. “However, if there is an outbreak among the entire ROK/US Combined Forces Command staff, it will have a debilitating effect on more than readiness.”  Lee Juhyun contributed to this report.

Zindzi Mandela, Daughter of South Africa’s Anti-Apartheid Icons, Dies 

Zindzi Mandela, daughter of South African anti-apartheid icons Nelson and Winne Mandela, has died in Johannesburg at the age of 59. State broadcaster SABC said Mandela died at a hospital in the South African capital, but did not reveal a cause of death.  Her death was confirmed by the ruling African National Congress, which her father led in the struggle against South Africa’s white minority-ruled apartheid regime, then as the country’s first Black president.   FILE – A 1990 photo showing Nelson Mandela and his then wife Winnie walking upon his release from Victor prison, Cape Town, South Africa.Zindzi rose to prominence in 1985 when she read a letter from her father rejecting then-President P.W. She served South Africa well.”

How the Discovery of Fresh Water Will Bolster Chinese Claims in a Disputed Sea

Discovery of a rare freshwater reserve under one of its land holdings in a widely disputed sea gives China a boost in occupying the islet and offers it a new defense for its sovereignty claims if they land in international court.A freshwater lens is forming under Fiery Cross Reef in the Spratly archipelago of the South China Sea, Chinese researchers said in the peer-reviewed publication Hydrology Journal. The lens created by tidal activity will take 20 years to become “stable” at 15 meters thick, the South China Sea Institute of Oceanology researchers in Guangzhou said in the May 2020 study.“Having this freshwater access evidently will change the quality of life and change their ability to station people on the artificial island,” said Yun Sun, East Asia Program senior associate at the Stimson Center research organization in Washington.Most among the hundreds of islets in the 3.5 million-square-kilometer sea are semi-submerged or too small to support freshwater supplies. China used reclaimed land to build up Fiery Cross Reef to its current 274 hectares and now operates an airbase there with several hundred personnel.The presence of water could mildly help China in any international court case to argue that Fiery Cross deserves a 370-kilometer-wide ocean exclusive economic zone, analysts say. Brunei, Malaysia, the Philippines, Taiwan and Vietnam contest all or parts of China’s claims to the sea. They prize the waterway for its fisheries plus undersea reserves of oil and gas.The United Nations Convention on the Law of the Sea considers an islet’s ability to sustain life or economic activity when deciding whether a country can draw up an exclusive economic zone, but in 2016 the Permanent Court of Arbitration rejected that right for Taiping Island, a Taiwanese-controlled Spratly feature with its own water supply.China leads the other claimants in firepower, technology and scientific research. It may have explored other South China Sea holdings for freshwater as well but found some only on Fiery Cross Reef, Sun said. Vietnam, Taiwan and the Philippines claim sovereignty over the same reef.Finding water will at least boost Chinese morale, said Alexander Huang, strategic studies professor at Tamkang University in Taiwan.“These are somewhat psychological building blocks,” Huang said. They imply, he said, that the Chinese “are making progress, they are moving on, but I don’t think in real terms they can actually use the limited freshwater to do anything so strategically.”A local freshwater source will cut the costs of shipping water to Fiery Cross Reef or desalinating it, analysts note. That advantage would make it easier to station troops there. Woody Island, a Chinese-held South China Sea feature with about 1,000 long-term residents, collects rainwater and gets additional water shipped in.But the freshwater lens won’t give China enough water to support a “sizable” fighting force on the ground, Huang said.“It doesn’t change the balance of power in the region,” said Carl Thayer, Southeast Asia-specialized emeritus professor at the University of New South Wales in Australia. “It doesn’t give China a stronger leg up in any aspect. You could catch rainwater and store it and treat it and drink it, if you have the space.”

US Adds 60,000 More Coronavirus Cases as Surgeon General Urges People to Wear Masks

India set a new one-day record for its number of new coronavirus cases, while the United States continued to add to a surge in infections and Mexico surpassed Italy in COVID-19 deaths.Indian health officials said Monday there were 28,701 new confirmed cases in the past 24 hours. The country trails only the United States and Brazil in total cases since the outbreak began late last year and authorities in several states are putting back in place lockdown restrictions to try to slow the spread of the virus.Mexico’s health ministry announced Sunday that the country’s death toll had risen to 35,006, the fourth-highest in the world, and it reminded people of the need to practice social distancing, wear a mask and wash their hands.Mexican President Andres Manuel Lopez Obrador said the outbreak is “losing intensity” in Mexico and that the number of cases was rising in about one-fourth of the country’s states. Incumbent Duda Wins Polish Presidential Election

Incumbent Polish President Andrej Duda has won the presidential election. With 99 percent of the ballots counted from Sunday’s runoff election, Duda won 51.2 percent of the vote. The narrow victory was announced early Monday.The right-wing Duda and liberal Warsaw Mayor Rafal Trzaskowski both had about 50 percent of the votes late Sunday night with one exit poll by a state-run Polish TV station giving Duda a very slight lead.The president claimed victory Sunday night. “Thank you to all my fellow Poles who voted for me and cast their votes. I want to thank you with all my heart,” he told a rally in Pultusk.Duda’s Law and Justice Party wants to extend its majority in parliament and implement conservative social, judicial and immigration policies that many in the European Union have criticized as anti-democratic.Those policies include Duda’s pledge to ban gay rights classes in schools. He has called homosexuality worse than communism.Trzaskowski, of the Civic Platform party, campaigned on promises to preserve the ruling party’s popular welfare programs but said he would block any legislation he says would be unconstitutional. He also wanted to restore good relations with the European Union.The coronavirus outbreak forced a nearly two-month delay in the first round of voting.Observers say the postponement hurt Duda, who had looked as if he would cruise to a first-round victory. But his popularity in the polls slipped after the Civic Platform party replaced a much less popular candidate with Trzaskowski and other candidates were allowed to get out and campaign more when COVID-19 restrictions were eased.

Confessed Gunman in New Zealand Mosque Shootings to Represent Himself in Sentencing Hearing

The man accused of carrying out the worst mass shooting New Zealand’s history will represent himself at his sentencing hearing next month.Attorneys for Australian Brenton Tarrant said they were dismissed by Tarrant during a hearing Monday at the Christchurch High Court. The judge approved Tarrant’s request after speaking personally to him in a pre-hearing video call, saying he was assured that Tarrant understood his actions.The sentencing hearing, which has been delayed by the coronavirus pandemic, is scheduled to begin on August 24 and is expected to last more than three days.Tarrant has pleaded guilty to 51 counts of murder, 40 charges of attempted murder and one charge of terrorism in connection with the March 15, 2019, shootings at two mosques in Christchurch. Hours before carrying out the March 15, 2019, shootings, the now-29-year-old Australian white supremacist published a long manifesto online explaining his reasonings for the attack. He then livestreamed the attack on Facebook, which was viewed by scores of people around the world before it was taken down.Tarrant unexpectedly entered a guilty plea in March during a court hearing via video link from his prison cell in Auckland, as New Zealand began a four-week nationwide lockdown to combat the coronavirus pandemic.
