Sudan Army Vows to Answer ‘Insults’ With Lawsuits
The Sudanese army announced Saturday that it would take legal action against any journalists or activists who insult the institution.”Legal action will be available against activists, journalists and others, both inside and outside the country,” it said in a statement, adding that an officer specialized in cybercrime had been named.The military said its “patience is at an end in the face of insults and accusations” aimed at “damaging the army and [Sudan’s] security system.”Sudan has since August been led by a civilian-majority administration presiding over a three-year transitional period, following the ouster in April 2019 of President Omar al-Bashir after months of mass protests against his 30-year rule.Activists regularly accuse the army of having failed to protect demonstrators during the protest movement.Fresh protests have been held demanding justice for demonstrators killed in clashes with security forces last year.At least 246 people were killed and hundreds wounded during the 2018-19 anti-government demonstrations, according to doctors linked to the protest movement.

Aide to Former Malawian President Rearrested
Malawi police have rearrested former President Peter Mutharika’s bodyguard, this time on a charge of attempted murder. The government said Friday’s arrest of Norman Chisale was part of an initiative to fight corruption left over from the Mutharika administration. The Democratic Progressive Party (DPP), now in opposition, said the fresh charge was politically motivated.Chisale was arrested Tuesday on fraud and money-laundering charges related to a cement import investigation. A court in Lilongwe granted him bail. His second arrest was on an attempted-murder charge for allegedly shooting a woman in the knee two months ago in Blantyre.Chisale’s attorney, Chance Gondwe, said the second arrest amounted to political persecution.“Actually, it was an accidental shooting,” Gondwe said. “It was nothing like attempted murder. There were attackers on the accused person on that particular day, and in trying to defend himself, the bullet ended upon the knee of the victim.”Gondwe said some people just wanted to victimize Chisale.The government said the arrests were part of an anti-corruption crackdown initiated after Mutharika lost the June 23 presidential election and new President Lazarus Chakwera took office.Several prominent figures have been arrested since then, mostly for crimes allegedly committed during Mutharika’s administration.They include Jomo Osman, a DPP councillor; Roza Mbilizi, deputy director-general of the Malawi Revenue Authority; and Gerald Viola, deputy chief executive officer of the National Food Reserve Agency.Mutharika’s DPP said the arrests were politically motivated, and political analyst Vincent Kondowe had a similar view. He told VOA the arrests produced more questions than answers.“One can only speculate that probably, maybe, they [police] are politically captured,” he said. “But also, the question we also need to answer is: These [alleged] crimes were committed way back; why couldn’t the police execute the warrants of the arrests [then]”?Police said they could not make the arrests earlier because the political environment would not allow them.“The environment at that particular time was not conducive for us to continue arrests,” said national police spokesman James Kadadzera. “Sometimes we do judge that if we do effect an arrest now, we may escalate issues politically as well as socially.”Kadadzera said police were now free to arrest any offender regardless of political affiliation.

Brussels Summit Struggles as EU Leaders Haggle Over Pandemic Recovery Plan
European Union leaders met face-to-face Friday in Brussels for the first time since the coronavirus pandemic emerged on the continent five months ago, but they didn’t see eye-to-eye, and most seasoned observers don’t think they will, even if the summit drags on until Sunday.
The need to maintain physical distance meant there could be no public back-slapping, no shaking of hands, no friendly hugs as the leaders wrangled — and face masks were de rigueur at the largest gathering of heads of government and state since the start of the global pandemic.
EU Leaders Resume ‘Grumpy’ Summit on Budget, Virus FundTensions are running high, and a full day and night of discussions by the 27 leaders on Friday only added to the irritations over how the huge sums should be spent and what strings should be attachedThe absence of the normal bonhomie at EU summits further underscored the cracks in a 27-member alliance that still has not managed to bridge deep rifts triggered by the 2008 financial crash, the subsequent migration crisis, and ongoing disputes over rule-of-law standards that have seen Brussels clash repeatedly over the judicial reforms being pursued by populist governments in Poland and Hungary.Now the pandemic has widened some of those rifts and has given rise to new ones, as member states squabble over how best to recover from a virus that’s roiled the continent, left tens of thousands of dead, wrecked economies and left millions fearing for their livelihoods. The EU economy is projected to contract by 8.3 percent this year.

On Friday agreement remained elusive on a proposed €1 trillion ($1.1 million) seven-year budget for the EU and on an ambitious €750 billion ($826.5 billion) economic rescue plan for the hardest-hit countries. The recovery package is aimed at managing the biggest economic shock the bloc has ever had to confront in its history. In the run-up to the summit, negotiations over the plan, which were conducted for weeks via bilateral and group video conferences, became increasingly fraught.
Earlier this week, German Chancellor Angela Merkel expressed her doubts about a deal being struck at the summit, predicting negotiations would have to continue for weeks after the summiteers had packed their bags and headed back to their capitals.
And as Saturday dragged on, her gloomy forecast seemed likely as negotiations faltered, undermined the complex crisscrossing of rival regional and national economic and political priorities. That is complicating the European Commission’s bid, backed by Germany and France, to secure a mandate to borrow billions of euros on capital markets for the first time and to mutualize the debt. This is so all member states share responsibility to pay back the money funded mainly by future EU taxes, in addition to the customs duties and a small share of national sales taxes Brussels already receives.At its heart, the division this time pits a group of four small north European countries, nicknamed the frugal four, against the powerhouses of Germany and France, whose leaders, Angela Merkel and Emmanuel Macron, along with the hard-hit countries of southern Europe, are pushing for a recovery plan that would see states, mainly the southerners but also France, bailed out with grants drawn from the proposed $750 billion recovery fund.

The Dutch prime minister, Mark Rutte, also wants a veto on how the money is spent by the recipients, and all four states blocking a deal want structural reform conditions placed on the cash received and for its expenditure to be heavily monitored and policed by the finance ministers of the bloc.
“I’m doing this for the whole of Europe, because it is also in the interest of Spain and Italy that they emerge from this crisis with strength,” Rutte told reporters Saturday. European Council President Charles Michel, who is chairing the summit, circulated amended proposals overnight Friday trying to squeeze out a compromise, especially over the conditions the frugal four want attached to any financial assistance. A Dutch diplomat told Reuters: “The proposal on governance as put forward by Michel is a serious step in the right direction.” But he cautioned, “in the end, this is a package and there are many more issues to solve.” His boss, Dutch Prime Minister Mark Rutte repeatedly has told reporters that he believes there is a less than 50 percent chance of reaching an agreement on the recovery fund by Sunday.
For France, Italy, Spain, Portugal and Greece, the likely main recipients, the frugal four’s demands amount to an incursion into their own national sovereign rights. Their diplomats warn that the summit is emphasizing the lack of European solidarity. “It is getting harder to believe the EU will ever live up to the motto of the Three Musketeers — all for one and one for all,” an Italian diplomat, and a member his country’s negotiating team at Brussels, told VOA.
Hungary, backed by its populist nationalist ally Poland, has been threatening to veto the whole recovery package because of a proposed condition that would see countries perceived as flouting democratic principles blocked from any bail-out cash. Poland and Hungary are in the doghouse in Brussels because of judicial reforms they are enacting that the EC and some other member states view as eroding the independence of judges.
Hungary and Poland and some other central European states also fear that they will be short-changed and that Italy, France and Spain, the three European countries hardest hit by the virus, will receive the lion’s share of the grant money. They note all three have bigger economies than they do.
Some analysts — as well as some national leaders — insist a deal is essential for the bloc’s long-term survival. A view seemingly shared by Michel, who told the national leaders Friday the substance of the debate wasn’t just about money but of the future and unity of Europe.
Ill-natured squabbling leading up to the summit has prompted warnings from Italian Prime Minister Giuseppe Conte that the EU project itself could be placed in jeopardy unless the richer northern states are generous in helping those in the south. His country is seeing a marked change in public attitudes toward the EU with many Italians expressing anger at the lack of support they received from their neighbors as the pandemic took its toll of Italians in the north of the country.

Economic inequality between member states also is likely to increase — whether the recovery package is agreed upon or not.
Richer states have been doling out huge amounts of state aid and subsidies to support their pandemic-struck businesses, giving them an even greater competitive edge over rivals in poorer countries, who can’t match the subsidies. That will aggravate, analysts say, the endemic imbalance within the eurozone between creditor countries in the north and debtor countries in the south.
Additionally, an uneven economic recovery across the bloc risks fueling populist anger and anti-EU sentiment in the countries that lose out. The recovery package may help to blunt that, but an overly generous bail-out risks triggering a backlash in northern states, with taxpayers in the frugal four countries and Germany questioning why their money is heading south.

Thousands in Bangkok Rally Against Thai Government
Several thousand anti-government protesters rallied in Thailand’s capital on Saturday to call for a new constitution, new elections and an end to repressive laws.Chanting and waving placards, the demonstrators, comprising mainly younger Thais, converged on Bangkok’s iconic Democracy Monument in the old part of the city, a popular venue for dissent.The gathering, organized by a group calling itself Liberation Youth, was the biggest of its kind since the government called a state of emergency in March to deal with the coronavirus.Protests against the government of former army chief Prayuth Chan-ocha had been drawing increasingly large crowds at the time, but tapered off quickly when several coronavirus clusters were confirmed and the emergency law was invoked.Lockdown measures and social distancing have since helped the government contain the spread of the virus, but it has retained emergency powers, which critics say it wields as a political weapon.The earlier protests were fueled by a February court ruling dissolving a popular opposition political party whose democracy-promoting policies had attracted substantial support among younger Thais. The supporters of the Future Forward party believed the group was targeted for its popularity and for being critical of the government and the military.The political atmosphere heated up again in June, when a prominent self-exiled Thai political activist was snatched off the street by unknown men in neighboring Cambodia’s capital, Phnom Penh. He has not been heard from since. Several other Thai dissidents in Laos, another neighboring country, were also mysteriously kidnapped in recent years, with the bodies of three later found floating in the Mekong River.Leaders at Saturday’s protest made speeches calling for sweeping change, and a radical rap group belted out a popular, acerbic political song.Organizers put the number of protesters at more than 2,000, with more arriving as darkness fell.Police ringed the monument and set up barriers to try to prevent the protesters from occupying it. Police loudspeakers played a recording of the text of the emergency law in an apparent warning that they considered the gathering illegal.Prayuth first took power when, as army chief, he led a coup to overthrow the elected government in 2014. He then retained the prime minister’s post in 2019 after an election that was widely denounced as free but not fair, with conditions skewed in favor of a military-dominated party both before and after polling.Under his deeply conservative leadership, the military and the royalist elite have consolidated their power, increasingly angering more progressive elements in Thai society.

UN Chief Calls for Global ‘New Social Contract’
The U.N. secretary-general called Saturday for a new social contract and global deal to create equal opportunities for all in an address on the birthday of late anti-apartheid activist Nelson Mandela.“A new social contract within societies will enable young people to live in dignity, will ensure women have the same prospects and opportunities as men, and will protect the sick, the vulnerable and minorities of all kinds,” Antonio Guterres said in a keynote speech to South Africa’s Nelson Mandela Foundation on what would have been the late president’s 102nd birthday.Guterres said people want social and economic systems that work for everyone, and a say in the decisions that affect their lives.“They want their human rights and fundamental freedoms to be respected,” the U.N. chief said. “The new social contract, between governments, people, civil society, business and more, must integrate employment, sustainable development and social protection, based on equal rights and opportunities for all.”His address was delivered virtually from New York, due to the coronavirus pandemic. South Africa has more than 325,000 confirmed cases of COVID-19, the disease caused by the virus.South African Hospitals Forced to Turn Away COVID-19 PatientsHealth care providers plagued by lack of staff, equipment“COVID-19 is a human tragedy,” Guterres said. “But it has also created a generational opportunity — an opportunity to build back a more equal and sustainable world.”His remarks focused on addressing global inequalities, which he said the pandemic has underscored.The U.N. chief urged reform to tackle the heart of the problem.“Inequality starts at the top: in global institutions,” Guterres said. “Addressing inequality must start by reforming them.”He also warned against populism, nationalism, extremism and racism, saying they would only lead to more division and inequality in society.Guterres, who referred to himself as “a proud feminist,” also called for dismantling the “patriarchy” and moving toward gender parity.“Globally, women are still excluded from senior positions in governments and on corporate boards. Fewer than one in 10 world leaders is a woman,” Guterres said. “Gender inequality harms everyone because it prevents us from benefiting from the intelligence and experience of all of humanity.”He has acted to put this into practice at the United Nations, where the ranks of his senior management reached gender parity on January 1 of this year. But the shift at other levels in the organization has been slower.The so-called “digital divide” is also exposing global inequalities, particularly between developed and developing countries, he said. Madiba, as he is affectionately known, was president from 1994-1999. He died in 2013 age 95.In December 2009, the U.N. General Assembly declared his birthday “Nelson Mandela International Day” to recognize his role in promoting democracy and peace. People around the world are encouraged to mark his birthday doing good works for 67 minutes – the number of years he spent fighting for social justice. It is meant to symbolize that every individual can do good things and that small steps can lead to big changes.

European Union leaders hunted for compromises Saturday on the second day of a summit to reach a deal on an unprecedented 1.85 trillion euro ($2.1 trillion) EU budget and coronavirus recovery fund, with tensions running high among leaders weary after months of battling the pandemic in their countries.A full day and night of discussions by the 27 leaders on Friday only added to the irritations over how the huge sums should be spent and what strings should be attached.The atmosphere “was grumpier” as the talks went on, Dutch Prime Minister Rutte said after Friday’s marathon talks. “This is going to take a while, I think.”EU Leaders to Meet Face-to-Face at Summit to Carve Up $2.1 TrillionMeeting will be first direct encounter for 27 heads of state or government since February despite dangers of coronavirus pandemicThe EU executive has proposed a 750-billion euro fund, partly based on common borrowing, to be sent as loans and grants to the most needy countries. That comes on top of the seven-year 1-trillion-euro EU budget that leaders were fighting over when COVID-19 slammed their continent.The summit broke up around lunchtime Saturday so that each delegation could discuss the new proposals from host Charles Michel, according to a European diplomat.The new proposals reduce the proportion of straight-out grants in the rescue package and raise the proportion of loans that will need to be paid back, in an apparent nod to a grouping of “frugal” nations led by the Netherlands, the diplomat said.But the issue of how to track the rescue money remains the key sticking point, the diplomat said. Michel proposed a measure that would stop short of allowing any country a veto on how governments spend the money.Another diplomat described Michel’s new proposals as just the first step in what could be a long journey to agreement. COVID-19 and Funding Shortfall Hamper Ebola Operation in DR Congo’s Equateur Province
The World Health Organization reports the COVID-19 pandemic and lack of money are hampering efforts to bring a speedy end to the Ebola outbreak in Democratic Republic of Congo’s Equateur Province. Since the outbreak was declared June 1, 56 cases, including 20 deaths have been recorded.Shortly after Ebola was detected in the DRC, World Health Officials expressed confidence they would be able to quickly control the spread of the deadly virus. They noted many lessons had been learned from previous outbreaks. They said the availability of a vaccine, and therapeutics could help them prevent the onset of the disease and treat those who fell ill. World Health Organization spokeswoman, Fadela Chaib says these new tools are being used to good effect. Over the course of four days, she says 12,000 people have been vaccinated. However, she says it is difficult to contain virus spread because cases are scattered across a remote, dense rain forest area. Additionally, she says WHO has less than $2 million, which will allow it to carry out this costly operation for a few more weeks.“After that, we are short of money. We need this money for key services,” said Chaib. “For example, health education, community engagement, vaccinations, testing, contact tracing, treatment, etc.” This is the 11th Ebola outbreak in DRC. An epidemic that broke out in this same region two years ago was crushed after just four months. The current outbreak was preceded by a devastating epidemic in conflict-ridden North Kivu and Ituri provinces. That outbreak, which was declared August 1, 2018, infected more than 3,460 people and killed 2,280 before it was stopped at the end of June.Chaib says gaining the trust of local communities is essential in successfully combatting this deadly virus and no effort is being spared to achieve this. For example, she tells VOA most of the vaccinators are being drawn from the local population.“Despite all our work there is a lot of fear and stigma surrounding the Ebola virus. It is complicating the response,” said Chaib. “This being said everyone at WHO…are working to control this outbreak. It is challenging. It is difficult but it is not impossible. We know how to do it.” WHO acknowledges the complexities of responding to Ebola during the ongoing COVID-19 pandemic. However, it says it is critical not to allow COVID-19 to distract health workers from tackling Ebola and other pressing health threats.

French Protesters Mark Death of Black Man in Police Custody
Protesters are marching in a Paris suburb Saturday to mark the fourth anniversary of the death of a Black man in police custody, whose case has mobilized broad anger against police brutality and racial injustice.The demonstration in Beaumont-sur-Oise is honoring Adama Traoré, who died on his 24th birthday in July 2016 after an arrest in circumstances that remain unclear. But it’s also about broader anti-government grievances, and climate activists are co-organizing this year’s protest.Since George Floyd’s killing by Minneapolis police in May, campaigning by Traore’s family and other French activists against police violence targeting minorities has gained renewed attention and mobilized thousands in protests around France.On July 19, 2016, gendarmes approached Traore and his brother for an identity check in Beaumont-sur-Oise north of Paris. Traore ran away because he didn’t have his ID, but the gendarmes arrested him. Within hours he was declared dead.One gendarme initially said three officers jumped on Traoré to pin him down, but the gendarme later denied that. A dozen court-ordered medical reports found various cardiac diseases were responsible. The Traoré family countered those with an independent autopsy and medical reports pointing to asphyxiation. The case is still under investigation, and lawyers for the officers deny police were at fault. No one has been charged.Traoré’s case has also shed light on the struggle of other French families who have lost a loved one in police custody, notably Black and North African men, who French researchers have found are disproportionately targeted by police. According to a nationwide tally by news website Basta Mag, at least 101 police-related deaths are under investigation in France.Traore’s sister Assa has led the family’s efforts for justice, and has been touring struggling French suburbs where most of the population is immigrant or non-white, and organized activists across racial, geographical and economic lines to try to get France to rethink its policing.”There’s a movement today. We call it the Adama generation, these people who are not afraid anymore, and these youth who will not shut up,” Assa Traoré, whose family is of Malian origin, told The Associated Press this week.She called for banning dangerous techniques that police use to immobilize people and wants France to scrap police oversight agencies, which are currently composed of police themselves, in favor of independent bodies.

Australia Battles New COVID-19 Outbreak
The locked down Australian city of Melbourne is facing even tougher restrictions as a surge in coronavirus cases continues. Residents were placed back into lockdown earlier this month and the authorities warn the pandemic is far from over. Australia has recorded more than 11,000 confirmed COVID-19 infections. 116 people have died.The new outbreak in Melbourne – a city of five million people – has derailed Australia’s earlier success in tackling the virus. Hundreds of infections are being reported each day. There were 428 Friday – a daily record since the pandemic began – and 217 Saturday. Most cases have been detected within areas under lockdown, including clusters at schools and care homes for the aged.Victoria state’s chief health officer is Professor Brett Sutton.“Tragically, there will be several who will require intensive care support and a number of people will die” said Sutton. “It does reflect behaviors and mobility from ten or more days ago and so, of course, there is a hope that these numbers stabilize in the coming days.” If that does not happen, Victoria state premier Daniel Andrews says even tougher lock down measures could be brought in. “If the data shows that the strategy is not being as effective as quickly as we would like then we may have to go new rules,” said Andrews. “The rules are to protect you. The rules are to serve all of us.”The new wave of infections is blamed on security breaches in the hotel quarantine system for travelers returning to Australia and large family gatherings where distancing and hygiene protocols were ignored. Hundreds of cases have been detected at apartment blocks in the poorest parts of Melbourne, where some residents complain they have been treated like criminals. As the crisis continues, travel between Victoria and other parts of Australia, is being heavily restricted and strict border controls put in place.The next session of federal parliament is likely to be cancelled because of the pandemic. Lawmakers were scheduled to return to Canberra in August.

Thousands in Khabarovsk, Russia Protest the arrest of regional governor
Tens of thousands of people took to the streets of the Russian city of Khabarovsk Saturday to protest the arrest of the region’s governor on charges related to multiple murders in 2004 and 2005.Local media reported that 15,000 to 50,000 people joined the rally in the Far East city, 6100 kilometers from Moscow.The protests of the arrest of Sergei Furgal have taken place every day this week in the city of 590,000 residents.Many of the demonstrators believe the charges are politically motivated. They have questioned why investigators waited so long to accuse a public official.Furgal, the popular Khabarovsk region governor and a member of the nationalist Liberal Democratic Party, has denied the charges. He was arrested two weeks ago and flown to Moscow where he was ordered jailed for two months.Russia’s Investigative Committee said he was suspected of involvement in several murders of businessmen, before his political career began.Furgal was elected governor in 2018. Biden Warns of Russian Election Meddling After Receiving Intelligence Briefings
Presumptive Democratic presidential nominee Joe Biden said Friday he is now getting intelligence briefings and has been told Russia continues to try to meddle in November’s U.S. election.China also was conducting activities “designed for us to lose confidence in the outcome” of the 2020 election, Biden told supporters during an online fundraiser for his campaign.”We know from before, and I guarantee you that I know now, because now I get briefings again. The Russians are still engaged in trying to delegitimize our electoral process.
