A tumultuous year in Afghanistan is ending with a renewed push and newfound hopes that the start of a dialogue with the Taliban may be in sight. The U.S. increased its air campaign in the country, leading to a rise in civilian casualties, but the Taliban gained territory. U.S. generals think Afghan military’s losses are unsustainable.
